Waste Management Inc./USA Waste of California, DBA Central
Valley Compost (Discharger) is responsible for completing facility improvements in
accordance with, and to comply with, the NOA and the General Order.
Central Valley Regional Water Quality Control Board (Regional Board) staff has
reviewed the Piezometer Installation Work Plan submitted on 18 May 2023 for the
Central Valley Compost Facility in Lathrop. The workplan proposes to install three
piezometers with screen intervals not to exceed 15-feet to monitor groundwater
conditions at the facility. Placement of the screen interval will be determined by field
conditions. Development of the piezometers was not proposed in the workplan.
The Workplan is generally acceptable. However, the piezometers should be developed
following installation to ensure optimum functionality. Please obtain all necessary
permits from San Joaquin County and implement the workplan forthwith.
To comply with the groundwater separation monitoring requirements of the General
Order, the piezometers need to be installed by the end of the third quarter of 2023.
If you have any questions regarding this approval, please contact me at (916) 464-4635
or by e-mail at Brendan.kenny@waterboards.ca.gov.
BRENDAN KENNY, P.G.
Engineering Geologist
Compliance and Enforcement Section
cc: Jesse Easter, San Joaquin County Environmental Health Department, Stockton
Christine Karl, Cal Recycle, Sacramento
MARK BRADFORD, CHAIR I PATRICK PULUPA, Esq., EXECUTIVE OFFICER
11020 Sun Center Drive#200, Rancho Cordova, CA 95670 1 www.waterboards.ca.gov/centralvalley
