Per the AR,the project consists of 4,043.62 kilowatt direct current <br /> standard test condition ground mounted photovoltaic system occupying approximately <br /> 14.47 acres(Project). The Project is located 15200 E. Lone Tree Road in Escalon,CA <br /> (APN:203-110-19). <br /> The District offers the following comments at this time regarding the Project: <br /> 1) Construction Emissions <br /> The District recommends, to further reduce impacts from construction-related diesel <br /> exhaust emissions,the Project should utilize the cleanest available off-road <br /> construction equipment. <br /> 2) Health Risk Screening/Assessment <br /> The MND states that since the Project will comply with Mitigation Measure AQ-1 <br /> (District Dust Control Plan),the Project construction emissions would not create <br /> substantial pollutant concentrations at sensitive receptors, and the impact would be <br /> less than significant. Implementation of a dust control plan would be beneficial, <br /> however a Dust Control Plan only mitigates fugitive dust, rather than all criteria <br /> pollutants.
