The ISR Rule requires <br /> developers to mitigate their NOx and PM emissions by incorporating clean air <br /> design elements into their projects. Should the proposed development project <br /> clean air design elements be insufficient to meet the required emission <br /> reductions,developers must pay a fee that ultimately funds incentive projects to <br /> achieve off-site emissions reductions. <br /> Per Section 5.0 of the ISR Rule,an Air Impact Assessment(AIA)application is <br /> required to be submitted no later than applying for project-level approval from a <br /> public agency. As of the date of this letter,the District has not received an AIA <br /> application for this Project.
