Doe lgn Envelope to:6B78A057-B56441EB-9812.293BWA89D80 <br /> PA-2600014(C) <br /> March 24,2026 <br /> Page 2 <br /> extent implementation of the Project as proposed may result in"take"as defined by State <br /> law of any species protected under the California Endangered Species Act(CESA)(Fish& <br /> G.Code,§2050 at seq.), related authorization as provided by the Fish and Game Code <br /> will be required.CDFW also administers the Native Plant Protection Act, Natural <br /> Community Conservation Program, and other provisions of the Fish and Game Code that <br /> afford protection to California's fish and wildlife resources. <br /> PROJECT DESCRIPTION SUMMARY <br /> The Project site is located at 15200 East Lone Tree Road,Escalon,CA 95320;Assessor <br /> Parcel Number(APN)203-110-190-0000, <br /> The Project consists of the issuance of a conditional use permit to construct a 4,043.52- <br /> kilowatt ground-mounted photovoltaic system occupying approximately 14.47 acres.Site <br /> access will be provided via an existing driveway located at the south end of East Lone <br /> Tree Road,as well as a proposed fire access road. <br /> The Project description should include the whole action as defined in the CEQA Guidelines <br /> section 15070 and should include appropriate detailed exhibits disclosing the Project Area <br /> including temporary impacted areas such as equipment staging area,spoils areas, <br /> adjacent infrastructure development,and access and haul roads if applicable. <br /> COMMENTS AND RECOMMENDATIONS <br /> CDFW offers the comments and recommendations presented below to assist San Joaquin <br /> County in adequately identifying and/or mitigating the project's significant,or potentially <br /> significant, impacts on biological resources.The comments and recommendations are also <br /> offered to enable CDFW to adequately review and comment on the project with respect to <br /> impacts on biological resources. CDFW recommends that the forthcoming environmental <br /> document incorporate the following goals and objectives in order to minimize impacts to <br /> biological resources: <br /> 1. Promote the preservation and restoration of continuous areas of natural habitat within <br /> the site and support their integration with existing and future preserves; <br /> 2. Retain plant and wildlife habitat areas where there are known sensitive resources(e.g., <br /> sensitive habitats,special-status,threatened,and endangered,candidate species,and <br /> species of special concern(SSC)). Particular attention should be focused on retaining <br /> habitat areas that are contiguous with other existing natural areas and/or wildlife <br /> movement corridors: <br /> 3. Preserve the ecological integrity of creek corridors,canals,and drainage ditches that <br /> support riparian resources by preserving native plants and,to the extent feasible, <br /> removing invasive nonnative plants. If not feasible,adverse impacts on riparian habitat <br /> should be mitigated by the preservation and/or restoration of this habitat in compliance <br /> with state and federal regulations in perpetuity; <br />
