5.1 Hazard Communication and Overall Site Information Program <br /> The information in the JSAs and SDSs is made available to all employees and subcontractors who could be <br /> affected by it prior to the time they begin their work activities. <br /> Modifications to JSAs are communicated during routine pre-work briefings, and periodically updated as <br /> needed in the HASP. SDSs will be maintained by the SHSO/SS for new chemicals brought on-site as <br /> needed. Copies of SDSs can be found in Appendix B. <br /> 5.2 Noise <br /> Noise is associated with the operation of heavy equipment, power tools, pumps, and generators. Noise is <br /> also a potential hazard when working near operating equipment such as excavators, drill rig or pole drivers. <br /> High noise (i.e., <85 dBA)operations may be evaluated by the SHSO utilizing a type 2 handheld sound level <br /> meter (SLM) operating on the "A"-weighted scale with slow response because this scale most closely <br /> resembles human response to noise and complies with Cal/OSHA T8 CCR Group 15, Article 105 <br /> requirements. Roux requires hearing protection in areas with noise exposure greater than 85 dBA. Double <br /> hearing protection (ear plugs and earmuffs) are required in areas where the noise exposure is more than 95 <br /> dBA. Noise exposure will be controlled by hearing protection as described above or by maintaining set-backs <br /> from high-noise equipment, as warranted. Personnel handling heavy equipment and using power tools that <br /> produce noise levels exceeding those described above should don hearing protection appropriate (Noise <br /> Reduction Rating (NRR) level of hearing protection). Appropriate hearing protection will be evaluated by the <br /> SHSO as necessary in consultation with the OHSM and CHSD. <br /> 5.3 Excavations and Trenching <br /> All trenching and excavation work activities will comply with Cal/OSHA T8 CCR 1540-1541.1. Regional <br /> Notification Centers (i.e., Underground Services Alert) shall be notified at least two working days prior to the <br /> start of any digging or excavation work per Cal/OSHA T8 CCR 1541(b)(2). Personnel responsible for <br /> excavation activities will be trained per Cal/OSHA T8 CCR 1541 and Government Code Sections 4216 <br /> through 4216.9. Additionally, for trenches 4 feet or deeper, where employees will enter, the trench needs to <br /> have a stairway, ladder or other safe means of egress, and located so that employees don't have to travel <br /> farther than 25 feet horizontally. Where employees will enter trenches greater than 5 feet deep, the trench <br /> must have some type of protective system or sloped sidewalls appropriately to prevent cave-ins. In addition, <br /> a Cal/OSHA permit is required if employees enter an excavation 5 feet or more in depth per T8 <br /> CCR 341(d)(5). <br /> The SHSO or other responsible Roux personnel will be present on-Site during all Roux contracted excavation <br /> and backfill operations and will supplement health and safety monitoring conducted by Subcontractor air <br /> quality screening to ensure that appropriate levels of protection and safety procedures are utilized. The <br /> proximity of chemical, water, sewer, and electrical lines will be identified by Roux and/or their subcontractor <br /> before any subsurface activity or sampling is attempted. Prior to any excavation activities, trees, shrubbery, <br /> and other objects that can potentially pose as a hazard during excavation will be supported or removed from <br /> the excavation area. The following safe work practices will be implemented during this task. <br /> • The proximity of chemical, water, sewer, and electrical lines will be identified by a facility <br /> representative prior to beginning any subsurface activity; <br /> • At the start of every day, a competent person will inspect excavations to evaluate if the area is stable <br /> and safe to enter.
