• Personal Protective Equipment <br /> Management Program 2.15 <br /> 1. PURPOSE <br /> Roux Associates, Inc. and its affiliated companies, Roux Environmental Engineering and Geology, D.P.C, <br /> and Remedial Engineering (collectively, "Roux") has instituted the following program to establish <br /> guidelines for the selection of personal protective equipment (PPE)for use by Roux personnel performing <br /> field activities in hazardous environments. PPE is not meant to be a substitute for engineering, work <br /> practice, and/or administrative controls, but PPE should be used in conjunction with these controls to <br /> protect the employees in the work place. Clothing, body coverings, and other accessories designed to <br /> prevent worker exposure to workplace hazards are all types of PPE. To ensure adequate PPE <br /> employee-owned PPE is evaluated on a case-by-case basis to insure its adequacy, maintenance and <br /> sanitation. <br /> 2. SCOPE AND APPLICABILITY <br /> These guidelines apply to all PPE selection decisions to be made in implementing the Roux program. <br /> The foundations for this program are the numerous Occupational Health and Safety Administration <br /> (OSHA) standards related to PPE cited in 29 CFR 1910 Subpart I, 29 CFR 1926 Subpart E, and the <br /> hazardous environment work employee protection requirements under the OSHA Hazardous Waste <br /> Operations and Emergency Response (HAZWOPER) standard at 29 CFR 1910.120 and 1926.65. To <br /> ensure hazard assessments are documented the levels of protection, types of protection and tasks <br /> requiring protection are covered in site-specific Health and Safety Plans (HASPs) and Job Safety <br /> Analyses (JSAs). <br /> 3. PROCEDURES <br /> Due to the varied nature of site activities and the different potential hazards associated with different <br /> sites, several aspects must be considered when selecting PPE. The following text describes PPE <br /> selection logic and provides guidelines and requirements for the appropriate selection and use of PPE. <br /> 3.1 Introduction <br /> To harm the body, chemicals must first gain entrance. The intact skin and the respiratory tract are usually <br /> the first body tissues attacked by chemical contaminants. These tissues provide barriers to some <br /> chemicals but in many cases, are damaged themselves or are highly permeable by certain chemical <br /> compounds. Personal protective equipment therefore is used to minimize or eliminate chemical <br /> compounds coming into contact with these first barrier tissues. <br /> The proper selection of equipment is important in preventing exposures. The PM making the selection <br /> will have to take several factors into consideration. The level of protection, type and kind of equipment <br /> selected depends on the hazardous conditions and in some cases cost, availability, compatibility with <br /> other equipment, and performance. An accurate assessment of all these factors must be made before <br /> work can be safely carried out. <br /> 3.2 Types of PPE <br /> The type and selection of PPE must meet certain general criteria and requirements as required under <br /> OSHA 29 CFR 1910.132 and 1926.95. In addition to these general requirements, specific requirements <br /> and specifications exist for some types of PPE that form the basis of the protective clothing scheme. <br /> Following is a list of the common types of specific PPE and the specific requirements for the PPE type, <br /> where applicable: <br /> 1. Hard Hats - Regulated by 29 CFR 1910.135 and 1926.100; and, specified in ANSI Z89.1. <br /> 1/2019 Corporate Health and Safety Management Program I ROUX 1 1 <br />
