Cleanup in Vulnerable Communities'Initiative Final Project Reference:Bobson Cleaners <br /> Discovery and Enforcement Discovery Project Number:60688620-5.1 <br /> Investigation Work Plan <br /> 1.2 Project Team Organization <br /> 1.2.1 Roles and Responsibilities <br /> The list below provides descriptions for the roles and responsibilities involved in this project: <br /> Role Responsibility Description <br /> DTSC CVCI-D&E Coordinator Responsible for maintaining statewide consistency for the D&E Program.Additionally <br /> responsible for disseminating Programmatic QAPP to DTSC staff and QA reviewers; <br /> establishing a mechanism for training,peer review,and coordinating staff;updating sample <br /> documents for the preparation of D&E Program documents; reviewing and modifying the <br /> Programmatic QAPP at least annually and as needed; receiving requests for Discovery <br /> Investigation Work Plan(DIWP)reviews;and reviewing DTSC Quality Assurance(QA) <br /> Reviewers comments for statewide consistency.The DTSC CVCI-D&E Coordinator is a <br /> DTSC employee,typically a DTSC Project Manager(PM). <br /> DTSC Project Manager Responsible for planning,organizing,and implementing projects involved in discovery <br /> assessment,and cleanup of environmental contamination.The PM will also,manage state <br /> contractors performing the investigations,oversee the collection of environmental data, <br /> preparation of reports,data evaluation/recommendations,formulate data quality objectives <br /> (DQOs)for each project,and ensure a site-specific DIWP is prepared for each project. <br /> DTSC Geologist Responsible for reviewing and providing technical support in the areas of site <br /> characterization,soil classification,data evaluation,and remediation.The geologist will also <br /> review and assess all geologic data collected and be involved throughout the life cycle of <br /> the project from scoping phase to site investigations,remediation,and post-closure <br /> assessments. <br /> DTSC Toxicologist Responsible for reviewing and providing technical support in the areas of toxicology and <br /> human health risk assessments.The toxicologist will be involved throughout the life cycle of <br /> the project starting from the scoping phase to the site investigation,remediation,and post- <br /> closure assessments and will inform the DTSC PM on the risk-related issues at the Site. <br /> AECOM Program Manager Responsible for project coordination for AECOM,DTSC,and other regional contractors for <br /> the management of all AECOM activities associated with this contract. Responsibilities <br /> include budget management,technical oversight,and overall project quality. <br /> AECOM Project Manager* Responsible for coordinating activities specific to this project,including activities with DTSC, <br /> AECOM,and subcontractors.The PM will ensure all project phases are efficiently executed <br /> in accordance with the work order and project work plan provisions.The PM will assume <br /> responsibility for all technical,financial,and administrative aspects of the project and the <br /> project team, including schedules and completion of all phases of field activities,data <br /> analysis,and report preparation. <br /> AECOM Quality Assurance Responsible for laboratory coordination,QA/Quality Control(QC),data validation,and <br /> Manager ensuring that the data are uploaded and flagged appropriately in the project database. <br /> AECOM Risk Assessor Responsible for data evaluation and development of the Human Health Risk Assessment <br /> (HHRA)conducted in accordance with DTSC Human and Ecological Risk Office Note 4 <br /> (DTSC 2022)and any additional applicable risk management standards. <br /> AECOM Health and Safety Responsible for coordinating and ensuring compliance of occupational health and safety <br /> Manager standards. <br /> Laboratory Representative Responsible for receipt of samples at the laboratory facility,appropriate analytical <br /> methodology applied,QA/QC procedures followed and ensuring that the data are accurate. <br /> 1.2.2 Contact Information <br /> The list below provides the contact information for various representatives involved with this project: <br /> Prepared for: Department of Toxic Substances Control AECOM <br /> 2 <br />
