<br /> 2. Site Background
<br /> Through records reviews, interviews, and site inspections, Site background research was conducted to collect
<br /> pertinent Site information. Numerous information sources, including agency files, owner/operator records,
<br /> professional trade organizations, maps and photographs,were reviewed. Supporting documentation, including the
<br /> following documents, have been independently reviewed during the preparation of this Work Plan:
<br /> • Phase I Environmental Site Assessment Report of Bobson Cleaners (AECOM 2023).
<br /> In-person visits, phone calls or emails, interviews with owners, operators,occupants, developers, neighbors, and
<br /> agency representatives were also conducted to obtain information not readily available through file reviews(e.g.,
<br /> drinking water supplies, aquifer data).
<br /> A Site inspection was also conducted on August 9, 2022 to document the physical setting of the Site,verify
<br /> information gathered, and obtain Site-specific information when no such records were available.
<br /> 2.1 Site Description and Location
<br /> The Site is located at 600 North Main Street in the City of Manteca, County of San Joaquin, California, 95336.The
<br /> Site is defined as Sacramento County Assessor's Parcel Nos. 223-141-17 and 223-141-18 and is approximately 0.46
<br /> acres, shown on the Site Location Map(Figure 1).The Site is developed with a rectangular-shaped,single-story
<br /> building on the eastern portion of the Site, and the remainder of the Site is an asphalt-paved parking lot,with the
<br /> exception of the southwestern corner which is a dirt lot.The building is occupied by two businesses, Best Foot
<br /> Massage and His Will Insurance.There is a PG&E pad-mounted transformer and a natural gas meter near the
<br /> northwestern corner of the of the building. PG&E supplies the building with natural gas and electricity. Utility poles run
<br /> east and west along the northern and southern boundaries of the site. No visual evidence of present aboveground
<br /> storage tanks (ASTs)or underground storage tanks(UST's), irrigation or potable water wells, monitoring wells, dry
<br /> wells,clarifiers, septic systems, discolored soil, standing surface water, stressed vegetation, or unusual odors was
<br /> observed on the Site.
<br /> The Site is bordered to the west by North Main Street and to the south by East Edison Street. Bank of Stockton is
<br /> adjacent north and east of the Site. Citi Bank occupies the property south across East Edison Street. F&M Bank and
<br /> Manteca Tires are across North Main Street to the west. Manteca Ford occupies the southwestern corner of the
<br /> intersection of North Main Street and West Edison Street.
<br /> Two sensitive receptors were identified, Golden West Elementary School and nearby residential properties. Golden
<br /> West Elementary School is located approximately 830 feet north/northwest, and the residential properties are located
<br /> approximately 130 feet south of the Site. No other sensitive receptors(i.e., day care centers, schools, hospitals,
<br /> surface water bodies)are located adjacent to the Site.
