A=COM <br /> 2.5 First Responder—First responders are individuals who are likely to witness or discover a hazardous <br /> substance release, injury,fire, or other incident and who have been trained to initiate an emergency <br /> response sequence by notifying the proper authorities of the release. They would take no further action <br /> beyond first aid, initial control of the incident, and notifying the authorities and others of the incident. <br /> 2.6 Hazardous Materials—A hazardous material is any item or agent(biological, chemical, physical)that has <br /> the potential to cause harm to humans, animals, or the environment, either by itself or through interaction <br /> with other factors.Additionally a hazardous material may be defined as any substance or chemical which is <br /> a"health hazard"or"physical hazard,"including chemicals that are carcinogens,toxic agents, irritants, <br /> corrosives, sensitizers; agents that act on the hematopoietic system; agents that damage the lungs, skin, <br /> eyes, or mucous membranes; chemicals that are combustible, explosive,flammable, oxidizers, pyrophoric, <br /> unstable-reactive, or water-reactive; and chemicals that in the course of normal handling, use, or storage <br /> may produce or release dusts, gases,fumes, vapor, mists, or smoke that may have any of the previously <br /> mentioned characteristics. This may be caused when released by spilling, leaking, pumping, pouring, <br /> emitting, emptying, discharging, injecting, escaping, leaching, dumping, disposing into the environment, by <br /> being transported or moved, and items or chemicals that are"special nuclear source"or by-product <br /> materials or radioactive substances. <br /> 2.7 Hazardous Materials Specialist—Hazardous materials specialists are individuals who respond with and <br /> provide support to hazardous materials technicians.Their duties parallel those of the hazardous materials <br /> technician; however,those duties require a more directed or specific knowledge of the various substances <br /> they may be called upon to contain.The hazardous materials specialist would also act as the site liaison <br /> with federal, state, local, and other government authorities in regards to site activities. <br /> 2.8 Hazardous Materials Technician—Hazardous materials technicians are individuals who respond to <br /> releases or potential releases for the purpose of stopping the release.They assume a more aggressive role <br /> than a first responder in that they will approach the point of release in order to plug, patch, or otherwise stop <br /> the release of a hazardous substance. <br /> 2.9 Hazardous Waste—Hazardous waste is waste that is dangerous or potentially harmful to our health or the <br /> environment. Hazardous wastes can be liquids, solids, gases, or sludge.They can be discarded commercial <br /> products, like cleaning fluids or pesticides, or the by-products of manufacturing processes. Hazardous waste <br /> are divided into: <br /> • Listed wastes(http://www.epa.gov/osw/hazard/wastetypes/listed.htm); <br /> • Characteristic wastes (http://www.epa.gov/osw/hazard/wastetypes/characteristic.htm); <br /> • Universal wastes(http://www.epa.gov/osw/hazard/wastetypes/universal/index.htmwastes)-, and <br /> • Mixed wastes; <br /> • Specific procedures determine how waste is identified <br /> (http://www.epa.gov/osw/hazard/wastetypes/wasteid/index.htm), classified, listed, and delisted. <br /> 2.10 Health and Safety Plan (SH&E PLAN)—A document prepared for each project that contains site-specific <br /> information including the Emergency Response Plan for the project. <br /> 2.11 Incidental Releases-A response to a spill or release of a hazardous substance(in quantities below its RQ) <br /> where the substance can be absorbed, neutralized, or otherwise controlled at the time of release by <br /> employees in the immediate release area using equipment and materials available to them at the time or the <br /> spill or release. Any spill or release that cannot be managed with the personnel, materials, and equipment at <br /> the site shall be considered an Emergency Response. <br /> • Responses to releases of hazardous substances where there is no potential safety or health hazard <br /> (i.e.,fire, explosion, or chemical exposure)are not considered to be emergency responses.
