AECOM <br /> Signals shall be capable of being perceived above ambient noise by all employees in the <br /> affected portions of the workplace: <br /> o One Blast: General Warning—A relatively minor and localized, yet important, on-site <br /> event.An example of this type of an event would be a minor chemical spill where there is <br /> no immediate danger to life or health yet personnel working on the site should be aware of <br /> the situation so that unnecessary problems can be avoided. If one horn blast is sounded, <br /> personnel shall stop all activity and equipment on-site and await further instructions from <br /> the SSO; <br /> o Three Blasts: Medical Emergency—A medical emergency for which immediate first aid or <br /> emergency medical care is required. If three horn blasts are sounded, all First Aid <br /> Providers should respond as appropriate.All other activity and equipment should stop and <br /> personnel should await further instructions from the SSO; <br /> o Three Blasts Followed by One Continuous Blast: Immediate Threat to Life and Health— <br /> A situation that could present an immediate danger to life and health of personnel onsite. <br /> Examples include fires, explosions, large hazardous chemical release, severe weather- <br /> related emergencies, or security threats. If three horn blasts followed by a continuous <br /> blast are sounded, all activity and equipment shall stop.All personnel shall evacuate the <br /> site and meet in the designated assembly area where the SSO will account for all <br /> employees.The SSO will arrange for other emergency response actions if necessary. <br /> Information concerning the need to follow decontamination procedures during an <br /> emergency evacuation will be addressed in the Location Specific Emergency Response <br /> Plan; <br /> • The SSO or his designate will acknowledge the distress signal with two short blasts on the air- <br /> horn or whistle; <br /> • One Continuous Blast Following Any of the Above:All Clear/Return to Work—Personnel who <br /> sound the initial alarm are required to send an all clear signal when the emergency is over. <br /> 4.6.10 Accounting Method for All Employees after Evacuation <br /> The SSO is responsible for determining that all AECOM employees have been successfully <br /> evacuated from the work area(s): <br /> • It is the responsibility of each AECOM subcontractor to verify that all of its employees <br /> evacuated the site and to report this information to the SSO.All employees shall meet at the <br /> designated assembly area; <br /> • A headcount is an acceptable way to determine complete evacuation when the field team is of <br /> a small size.The site log-in book or equivalent should be referenced when attempting to <br /> account for more than 10 people. In the event of a facility-related emergency, the SSO shall <br /> notify facility representatives that all AECOM employees and AECOM subcontract employees <br /> have successfully evacuated the work area(s); <br /> • The SSO shall notify emergency responders if any employee is unaccounted for and where on <br /> the site they were last seen; <br /> • In the event of a project-related emergency, the SSO will provide off-site emergency <br /> responders or on-site HAZMAT teams or fire brigades(Incident Commander)with all available <br /> knowledge about the emergency situation upon their arrival to the scene. <br /> 4.6.11 Employees Who Remain to Operate Critical Site Operations Before They Evacuate <br /> All equipment and operations are required to cease in accordance with the established alarm signal <br /> procedures. The only exception will be related to health and safety: <br /> • The SSO shall determine at the time of the emergency if health and safety will be jeopardized <br /> by immediate stoppage of any particular piece of equipment; <br /> Hazardous Waste Operations(S3AM-117-PR1) <br /> Revision 3 July31,2019 <br /> PRINTED COPIES ARE UNCONTROLLED.
