A=COM <br /> 4.10.1 In addition to any minimum requirements the drilling subcontractor may have, prior to set up, <br /> adequate site clearing and leveling shall be performed to accommodate the rig and supplies and <br /> provide a safe working area. <br /> 4.10.2 Clearing the site includes clearing the intended drilling area obstacles and of underground utilities <br /> in accordance with S3AM-331-PR1 Underground Utilities. <br /> 4.10.3 Drilling or probing shall not commence when tree limbs, unstable ground, or site obstructions cause <br /> unsafe tool handling conditions. <br /> • The cleared/levelled area should be large enough to accommodate the rig and supplies. <br /> • If the rig is positioned on a steep grade and levelling of the ground is impossible or impractical, <br /> the wheel of the transport vehicle shall be blocked and other means employed of preventing <br /> the rig from moving or toppling over. <br /> 4.11 Drilling Activities <br /> 4.11.1 Federal/State/Provincial/Territorial regulations that govern drill rig operations and exposed <br /> moving parts shall be adhered to. <br /> 4.11.2 All applicable client on-site safety procedures shall be understood and adhered to. <br /> 4.11.3 Minimum approach distances(MAD)from subsurface and overhead utilities and subsurface <br /> installations will be established including 5 feet(1.5 meters)from any subsurface utility, 7 feet(2.1 <br /> meters)from the pad surrounding any underground storage tanks, and 10 feet(3 meters)from any <br /> overhead energized electrical line(or further depending on line voltage). These approach distances <br /> are a minimum; government regulations and utility requirements may dictate a greater set back <br /> distance and should be confirmed. <br /> 4.11.4 Verify that equipment/energy is isolated when lockout is required: <br /> • Refer to operator's manual and S3AM-325-PR1 Lockout Tagout. <br /> • Ensure stop switch is activated. <br /> • Driller is out of the seat. <br /> • Test controls to ensure they do not engage. <br /> 4.11.5 In addition to any identified minimum requirements(as applicable, client, drilling subcontractor), the <br /> following safety measures shall be taken during drilling, boring or probing operations on site: <br /> • The operator and helper shall be present during all active rig operations. <br /> • Site personnel shall remain within visual contact of the rig operator. <br /> • Hard hats, approved safety boots, safety glasses, and hearing protection shall be worn in the <br /> work zone(minimum,the radius around the rig equal to the height of the drill rig mast)of a rig. <br /> • Gas monitoring shall be conducted as appropriate. <br /> • Hands,feet and other body parts shall be kept away from moving parts, (e.g. hoisted, rotating, <br /> pushing, etc.) including augers, drill rods and reamers. <br /> • When observing drilling, stand upwind of the drill rig to prevent potential exposure to vapors <br /> that may be emitted from the borehole. <br /> • The emergency shut-off switch on the rig shall be identified to site personnel and tested on a <br /> daily basis by the operator. <br /> • Unauthorized personnel shall be kept outside of the established work zone. <br /> • Rig crew and other worksite personnel shall not use a cell phone while operating the drill rig or <br /> other equipment or within the rig work zone. <br /> • Do not drive the rig from hole to hole with the mast(derrick)in the raised position. <br /> • Before raising the mast(derrick)look up to check for overhead obstructions.
