Cleanup in Vulnerable Communities'Initiative Final Project Reference:Bobson Cleaners
Discovery and Enforcement Discovery Project Number:60688620-5.1
Investigation Work Plan
3.2.9.2 Chain-of-Custody Records
Chain-of-custody records are used to document sample collection and shipment to the laboratory for analysis.A
chain-of-custody record will accompany each sample shipment in order to identify the contents of each shipment and
maintain the custodial integrity of the samples.A sample is considered to be in someone's custody if it is either in
someone's physical possession, in someone's view, locked up, or kept in a secured area that is restricted to
authorized personnel. Until receipt by the laboratory,the custody of the samples will be the responsibility of the
sample collector or courier.
After placement of each sample in its protective plastic bag,the bag will be sealed with tape placed about the end of
the bag.The shipping containers in which samples are stored (usually a sturdy picnic cooler or ice chest)will also be
sealed with evidence tape any time the containers are not in someone's possession or view and during shipment to
the laboratory.These seals will be signed and dated. Samples will be shipped to Eurofins Air Toxics Laboratory in
Folsom, California,for analysis.
3.2.9.3 Photographs
Photographs will be taken as needed at areas of interest onsite. They will serve to verify information entered in the
field logbook.When a photograph is taken, the following information will be written in the logbook or will be recorded
in a separate field photography log:
• Time, date, location, and, if appropriate,weather conditions;
• Description of the subject photographed, including sample ID no.;
• Point-of-view orientation of the photograph (e.g.,to the west;to the east-southeast); and
• Name of person taking the photograph.
3.2.10 Decontamination Procedures
All equipment that comes into contact with potentially contaminated soil or water will be decontaminated consistently
to assure the quality of samples collected. Disposable equipment intended for one time use will not be
decontaminated but will be packaged for appropriate disposal. Prior to and after each use, reusable sampling
equipment or containers will be properly decontaminated.All drilling and sampling devices used will be
decontaminated using the following procedures:
• Non-phosphate detergent and tap water wash, using a brush if necessary;
• Tap-water rinse;
• Initial deionized/distilled water rinse;
• Final deionized/distilled water rinse; and
• Set on clean plastic sheeting to air dry.
Should observable or suspected organic material remain on the sampling equipment after these decontamination
steps are performed, a hexane rinse followed by an isopropyl alcohol rinse will be performed.
Equipment will be decontaminated in a pre-designated area on pallets or plastic sheeting, and clean bulky equipment
will be stored on plastic sheeting in uncontaminated areas.When not in use,decontaminated sampling equipment will
be covered,wrapped in,or covered with clean plastic or aluminum foil. If aluminum foil is used during the
investigation, it will be previously washed with a non-phosphate detergent and allowed to air dry.
3.2.11 Investigative Derived Waste Management
In the process of collecting environmental samples during onsite soil gas,soil,and groundwater sampling, different
types of potentially contaminated investigation-derived wastes (IDW)may be generated that include the following:
• Used personal protective equipment(PPE),
• Disposable sampling equipment,
Prepared for: Department of Toxic Substances Control AECOM
21
