Universal Health & Safety Plan <br /> For use on all high-risk,industrial and HAZWOPER projects <br /> Department of Toxic Substances Control 9 sites <br /> FLOODS/HEAVY RAIN <br /> External: <br /> 1. Monitor conditions and escape routes. <br /> 2. Monitor television, radio or other sources identified as reliable(i.e. social media,websites)for information, updates and <br /> evacuation orders. <br /> 3. Shut off electrical power and utilities if flooding is imminent. <br /> 4. Implement measures to minimize rain or flood damage if time permits (i.e. sandbags, clearing drainpipes, clearing <br /> culverts, confirm sump pump operation. <br /> 5. If ordered to evacuate,do so immediately as directed. Evacuation should be to higher ground and/or appropriate shelter <br /> -flood waters often raise rapidly. <br /> 6. Avoid walking through water covered areas as hazards may not be visible. <br /> 7. Watch for and avoid low-lying areas. Don't drive through flooded areas. If your vehicle stalls, abandon it immediately. <br /> 8. Don't attempt to cross a flowing stream, or to swim to safety. <br /> 9. Beware of wildlife displaced by floodwater. <br /> 10. Do not return unless Floor Marshall/Warden, Emergency Response Coordinator(or designate)or authorities permit <br /> Internal to a Building: <br /> 1. Assume any electrical equipment that may not be disconnected, is live and should be treated as a potential electrocution <br /> threat. <br /> 2. Locate and control the source of the water infiltration if safe to do so. <br /> 3. Ensure that any electrical equipment in wet areas is de-energized. <br /> 4. Protect contents from damage by relocation. <br /> 5. Cleanup water by pumping or mopping -when only a single building is involved, the local fire department may be able <br /> to assist in pumping water out of the building. <br /> 6. Begin cleanup operations as quickly as possible. <br /> 7. Limit damage by reducing the total quantity of water in the building. <br /> INTERNAL VIOLENCE OR INTRUDER <br /> 1. Remain calm. <br /> 2. Do not put yourself at increased risk. <br /> 3. If diffusing the situation is a possible option,this may be attempted by trained personnel. <br /> 4. Notify police by dialing 911. <br /> 5. Speak in a soft, non-threatening manner. <br /> 6. Do not touch the person or try to disarm them. <br /> 7. Avoid hostile actions or interactions, except to maintain personal safety. <br /> 8. Try to leave the area. <br /> 9. If they are in an AECOM controlled workplace, ask the person to leave the area and the building or advise the person <br /> that you will call your supervisor to assist them. <br /> 10. Report the incident as soon as possible. <br /> 11. Warn other employees and clear the immediate area of all personnel. <br /> If the threat is imminent: <br /> 1. If able,evacuate to the designated muster point. <br /> 2. Floor Marshall/Warden, Emergency Response Coordinator or designate will take action to account for all personnel, <br /> including visitors(i.e. head count, roll call). <br /> 3. If unable to evacuate lock doors, windows and block the entrance to the room if possible. Get to a safe place or hide <br /> under a desk or another piece of furniture or equipment. <br /> 4. Keep still, stay silent, and listen. <br /> 5.
