Introduction This document presents a Cleanup in Vulnerable Communities Initiative(CVCI) Discovery and Enforcement(D&E) Program Discovery Investigation Work Plan (Work Plan)for the Bobson Cleaners Inc. (Site)that is located at 600 North Main Street, Manteca, San Joaquin County, California 95336.The Site is located on San Joaquin County Assessor's Parcel Numbers 223-141-17 and 223-141-18 and is designated at DTSC Site 108009.The Site location and site plan maps are presented in Figures 1 and 2, respectively. This Work Plan was prepared by AECOM for the California Environmental Protection Agency, Department of Toxic Substances Control (DTSC)in accordance with Contract Agreement No. 22-T5019 and authorized by Work Order No. 2-22-T5019-WO2 dated December 19t",2022. This Work Plan was prepared in accordance with the Programmatic Quality Assurance Program Plan (QAPP)for Discovery Investigations dated October 19, 2022. A project scoping meeting was held with representatives of DTSC and AECOM on April 21, 2023,to discuss the schedule and scope of the Work Plan. 1.1 Work Plan Objectives and Scope A CVCI-D&E Discovery Investigation (DI)is performed to determine whether current or historical activities associated with dry-cleaning operations have resulted in environmental conditions that may pose unacceptable human health and environmental risks in the context of current and future use plans. CVCI-D&E projects are divided into Discovery and Enforcement phases.The Discovery Phase includes preparation of a Phase I Environmental Site Assessment(ESA)Report and limited subsurface investigation (Discovery Investigation)as warranted. If the DI identifies a potential release due to dry cleaning operations, the site will proceed to the Enforcement Phase that will include complete site characterization and the preparation of a Preliminary Endangerment Assessment(PEA)report.Additional supplemental or focused investigations are to be completed as warranted during the Enforcement Phase. If necessary,time-critical removal actions, interim removal actions, and removal/remedial actions will also be conducted in the Enforcement Phase. The scope of work defined in this Work Plan is designed to meet the needs of the DI within the Discovery Phase. The Discovery Phase will include the following scope of work: • Evaluating available information for indications of current or past use, storage, disposal, release, or threatened release of hazardous substances at the Site. • Evaluating through a field sampling and analysis program the nature, concentrations, and general extent of dry- cleaning related compounds that may be present in soil gas and/or groundwater at the Site. • If needed, estimating the potential threat to public health posed by hazardous materials at the Site, by using the human health screening evaluation procedure described in the Programmatic QAPP,which is based on an assumed residential land-use scenario. • Estimating the potential threat to the environment posed by hazardous materials at the Site, by using the environmental screening evaluation procedure described in the Programmatic QAPP. Based on the information developed during the Discovery Investigation, DTSC will make an informed decision regarding potential risks posed by the Site from dry-cleaning operations. Possible outcomes include: • The requirement for further investigation under the Enforcement Phase if the Site is found to be significantly impacted by hazardous substances release(s), or • Issuance of a"No Additional Assessment of Vapor Intrusion"finding if the Site is found not to be impacted by a release from dry-cleaning activities or risks to human health and the environment at the Site are found to be within acceptable levels based on the conservative screening level risk assessment.
