Box 127
Linden, CA 95236
REQUEST FOR ADDITIONAL ASSESSMENT, ANDERSON-BARN GROVER
RANCH, 14290 EAST COMSTOCK ROAD, LINDEN, SAN JOAQUIN COUNTY;
CASE #392009, GLOBAL ID #T10000020864
Central Valley Water Board staff reviewed the report Additional Plume Definition,
Area Around Former Underground Fuel Tank (Report), dated 11 September 2023.
Brusca Associated Inc. (Brusca) submitted this document on your behalf for the
Anderson-Barng rover Ranch underground storage tank (UST) petroleum release
case at 14290 E. Comstock Road in Linden (Site). In the Report, Brusca presents
the results of three additional soil and groundwater borings and one additional soil
gas well, and evaluates Site conditions against criteria of the Low-Threat UST Case
Closure Policy (LTCP). Brusca concludes that Site conditions do not meet LTCP
criteria, and recommends re-sampling the Main Water Supply Well (Main WSW)
which provides drinking water for the Site, and advancing an additional soil and
groundwater boring south-southwest of the Main WSW.
Central Valley Water Board staff has the following comments:
1. Brusca concludes that Site conditions do not meet LTCP General criteria A, E, or
F. Central Valley Water Board staff concurs.
2. Brusca concludes that Site conditions do not meet LTCP Groundwater Media-
Specific criteria due to the proximity of water supply wells and because the plume
remains undefined. Central Valley Water Board staff concurs.
3. Brusca states that based on collected soil gas data, the vapor intrusion risks to
the office, walnut huller, and walnut dryer buildings are low, and that Site
conditions meet the criteria of LTCP Petroleum Vapor Intrusion Scenario 4.2 (with
bio-attenuation zone). Central Valley Water Board staff concurs.
MARK BRADFORD, CHAIR I PATRICK PULUPA, Esc., EXECUTIVE OFFICER
11020 Sun Center Drive#200, Rancho Cordova, CA 95670 1 www.waterboards.ca.gov/centralvalley
