Hazelton Avenue <br /> Stockton, California 95205 <br /> Subject: Limited Phase II Subsurface Investigation Work Plan <br /> 1319 & 1327 South Madison Street, <br /> Stockton, California 95206 <br /> Dear Mr. Kith: <br /> The following work plan has been prepared by AEI Consultants (AEI) in order to perform a Limited <br /> Phase II Subsurface Investigation at the above referenced Site (Figure 1). <br /> 1.0 Site Description <br /> The Site, which consists of a commercial office building and an automobile service building, is <br /> located on the northwest side of Doctor Martin Luther King Junior Boulevard and South Madison <br /> Street in a mixed commercial and residential area of Stockton, California (Figure 1). The property <br /> totals approximately 0.58 acres and is improved with two one-story buildings totaling <br /> approximately 12,000 square feet. The Site is currently occupied by A&A Muffler & Auto Repair, <br /> Tax Express/Cueva Insurance Agency, an La Loma Medical Office. On-site operations consist of <br /> general office and medical office uses and automotive services. In addition to the on-site <br /> buildings, the property is improved with asphalt-paved parking areas, unpaved areas, and <br /> associated landscaping. <br /> 2.0 Background <br /> AEI completed a Draft Phase I Environmental Site Assessment(ESA)dated January 28, 2021 for <br /> the Site (AEI Project No. 432770), that identified several recognized environmental conditions <br /> (RECs) that warranted further assessment. Based on the Phase I ESA, the Site building located <br /> at 1319 South Madison Street has been utilized as an auto repair business since 1949. Based on <br /> the use of the Site for auto repair operations for 72 years (which included many years of operation <br /> during a time when regulatory oversight with respect to hazardous substance/petroleum product <br /> storage/waste generation would not have been in place), and noted violations/impacted soil <br /> removal, the auto repair operations are representative of a REC. In addition, an inground <br /> hydraulic lift was noted. Due to the age of the equipment, the integrity of the equipment during <br /> its former operation is unknown; therefore, the potential exists that a release of hydraulic fluid <br /> which may have contained polychlorinated biphenyls (PCBs) has occurred on site.
