Prepared on your behalf by NES, Inc. <br /> (NES), the SAP presents the Site history, environmental investigation history, and <br /> proposes to sample six (6) soil borings surrounding the septic tank used by SPI (NES, <br /> 2022). The SAP is submitted in response to the Central Valley Water Board staff <br /> request for additional investigation at the Site. <br /> The SAP was originally sent to the Central Valley Water Board on 5 January 2022 by <br /> Jason Boone of VRC Metals (a separate company also owned by Robert Hrabe), but <br /> subsequent revisions were issued on 17 February and 25 February 2022 due to <br /> updated information received from the property owners, Wiley and Shawna Lynn <br /> Chandler (Property Owners). <br /> On 6 January 2021, the City of Stockton Municipal Utilities Department discovered <br /> unauthorized disposal of hazardous substances into the on-Site septic system. The Site <br /> was referred to the San Joaquin County Environmental Health Department (SJCEHD) <br /> for further investigation. <br /> On 18 May 2021, the SJCEHD conducted a Small Quantity Hazardous Waste <br /> Generator Inspection and collected Site photographs. The SJCEHD cited two (2) Class I <br /> violations, 19 Class 11 violations, and two (2) repeat violations.
