Stockton Propeller, Inc. - 2 - 10 May 2022 Order R5-2022-0806 and property owners Wiley and Shawna Lynn Chandler. SPI and the Chandlers are referred to collectively as "Parties" for the purpose of this Order. Water Code section 13267 authorizes the California Regional Water Quality Control Board, Central Valley Region (Central Valley Water Board) to investigate the quality of the waters of the State and to issue orders requiring the submittal of technical reports to any person who has discharged or is suspected of having discharged waste where it has or may affect the quality of water. FINDINGS The Central Valley Water Board hereby issues this Order pursuant to Water Code section 13267 and finds as follows: Site Background 1 . SPI is located in an unincorporated area of the City of Stockton (Figure 1). The property includes six buildings on a 1.69 acres parcel within a larger light industrial and residential mixed-use property complex owned by the Chandlers, San Joaquin County Assessor's Parcel No. (APN) 101-021-740-000 (Figure 2). SPI occupies the north building (address: 2478 North Wilcox Road, Stockton, California, San Joaquin County) and the northern portion of a nearby building (Site)' (Figure 3). The Site is currently operating as an aircraft propeller maintenance facility. 2. The Chandlers purchased the 1.69 acres property complex on 30 March 2005. The property complex includes the Site and other businesses, including a pharmaceutical manufacturing facility, a towing company, and a privately owned gym that is in the building of a former autobody shop (Figure 2). 3. On 6 January 2021 , during an industrial waste survey, the City of Stockton Municipal Utilities Department "[f]ound several questionable procedures and active discharging to [the] County septic tank" (City of Stockton, 2021 a).2 The City referred the Site to the San Joaquin County Environmental Health Department (SJCEHD). In an email on 1 February 2021 to the SJCEHD, the City of Stockton clarified the `questionable procedures' by stating they observed the etching spent wastewater and penetrant fluid being disposed of via a submersible pump and garden hose running up the wall and into the ceiling and out to the on-Site septic system (City of Stockton, 2021 b). 4.
