Stockton Propeller, Inc. - 2 - 10 May 2022 <br /> Order R5-2022-0806 <br /> and property owners Wiley and Shawna Lynn Chandler. SPI and the Chandlers are <br /> referred to collectively as "Parties" for the purpose of this Order. Water Code section <br /> 13267 authorizes the California Regional Water Quality Control Board, Central Valley <br /> Region (Central Valley Water Board) to investigate the quality of the waters of the State <br /> and to issue orders requiring the submittal of technical reports to any person who has <br /> discharged or is suspected of having discharged waste where it has or may affect the <br /> quality of water. <br /> FINDINGS <br /> The Central Valley Water Board hereby issues this Order pursuant to Water Code <br /> section 13267 and finds as follows: <br /> Site Background <br /> 1 . SPI is located in an unincorporated area of the City of Stockton (Figure 1). The <br /> property includes six buildings on a 1.69 acres parcel within a larger light <br /> industrial and residential mixed-use property complex owned by the Chandlers, <br /> San Joaquin County Assessor's Parcel No. (APN) 101-021-740-000 (Figure 2). <br /> SPI occupies the north building (address: 2478 North Wilcox Road, Stockton, <br /> California, San Joaquin County) and the northern portion of a nearby building <br /> (Site)' (Figure 3). The Site is currently operating as an aircraft propeller <br /> maintenance facility. <br /> 2. The Chandlers purchased the 1.69 acres property complex on 30 March 2005. <br /> The property complex includes the Site and other businesses, including a <br /> pharmaceutical manufacturing facility, a towing company, and a privately <br /> owned gym that is in the building of a former autobody shop (Figure 2). <br /> 3. On 6 January 2021 , during an industrial waste survey, the City of Stockton <br /> Municipal Utilities Department "[f]ound several questionable procedures and <br /> active discharging to [the] County septic tank" (City of Stockton, 2021 a).2 The <br /> City referred the Site to the San Joaquin County Environmental Health Department <br /> (SJCEHD). In an email on 1 February 2021 to the SJCEHD, the City of Stockton <br /> clarified the `questionable procedures' by stating they observed the etching spent <br /> wastewater and penetrant fluid being disposed of via a submersible pump and <br /> garden hose running up the wall and into the ceiling and out to the on-Site septic <br /> system (City of Stockton, 2021 b). <br /> 4. On 18 May 2021 , the SJCEHD conducted a Small Quantity Hazardous Waste <br /> The Site boundaries are preliminary and may change with additional investigation. <br /> 2 References can be found at the end of this Order in the References section.
