Draft Sampling & Analysis Plan - 6 - 13 July 2022 <br /> Stockton Propeller, Inc. <br /> 2478 Wilcox Road, Stockton <br /> toxicity). It is unclear if the proposed samples from the septic tank will be compared to <br /> the same parameters in the Site Investigation (SI) report. <br /> Additionally, the Draft SAP neglects to identify the soil, septic tank contents, and <br /> groundwater screening levels for samples collected from the proposed soil borings and <br /> temporary groundwater wells. <br /> Requested Action: Please identify the septic tank contents, soil, and groundwater <br /> screening levels that will be used to evaluate the data in the SI Report. Central Valley <br /> Water Board staff supports the use of the CCR, title 22, section 66261.22 (characteristic <br /> of corrosivity) and CCR, title 22, section 66261.24 (characteristic of toxicity) screening <br /> criteria for samples collected from the septic tank contents. Additionally, Central Valley <br /> Water Board staff supports the use of the San Francisco Bay Region Water Quality <br /> Control Board (SFRWQCB) Environmental Screening Levels (ESL) Table S-3 Soil <br /> Leaching to Groundwater- Drinking Water for soil samples, and Tier 1 ESLs for <br /> groundwater samples. <br /> COMMENT 10 <br /> Issue: The Draft SAP neglects to include an option for the advancement of investigative <br /> borings beneath the septic tank (e.g., a slant boring(s)). Central Valley Water Board <br /> staff previously requested SPI install at least one (1) slant boring beneath the septic <br /> tank if the bottom of the septic tank is damaged or compromised (see Comment 11 of <br /> the Central Valley Water Board, 2022a). <br /> Required Action. Revise the Final SAP to include the option to install a boring that can <br /> sample media representative of what is beneath the septic tank. <br /> COMMENT 11 <br /> Issue: Section 3.5- Groundwater neglects to provide information regarding how the <br /> temporary groundwater well will be constructed. <br /> Required Action: Revise the Final SAP to include temporary groundwater well <br /> construction methods. <br /> COMMENT 12 <br /> Issue. The Draft SAP neglects to provide sufficient information regarding how each soil <br /> and groundwater borings will be decommissioned. It is unknow whether the borings will <br /> be over drilled or pressure grouted and there is no discussion on grout placement <br /> procedures. <br /> Requested Action. Revise the Final SAP to include additional information regarding how <br /> each soil and groundwater boring will be decommissioned. Please adhere to all San <br /> Joaquin County Environmental Health Department requirements, obtain necessary <br /> permits, and schedule inspection appointments as needed. <br />
