(Stratus) has prepared this Addendum to Sampling and <br /> Analysis Plan(Addendum), on behalf of Stockton Propeller, Inc. (SPI), for the site located <br /> at 2478 Wilcox Road, Stockton, California (the Site, see Figure 1). The Regional Water <br /> Quality Control Board (RWQCB) currently regulates an environmental case (Water code <br /> 13267 Order R5-2022-0806) at the subject property to investigate potential soil and <br /> groundwater impact from improper discharge of hazardous waste into the septic system at <br /> the site. <br /> Upon RWQCB's request, a Sampling and Analysis Plan (SAP) was submitted by SPI's <br /> consultant(s) (NES, Inc. and Blankinship &Associates, Inc.) on September 23, 2022. The <br /> SAP was approved by the RWQCB on October 17, 2022. Completion of field work <br /> outlined in the SAP has recently been extended to March 31, 2023, with submission of a <br /> Site Investigation Report 60 days after the field work is completed and receipt of laboratory <br /> results. <br /> In December 2022, SPI retained Stratus to implement the SAP. Findings from the initial <br /> phase of site activities, involving the inspection of the septic system(consisting of a septic <br /> tank, seepage pits, and associated subgrade piping),have resulted in the necessity to revise <br /> portions of the SAP, specifically the subsurface investigation phase. This phase involves <br /> the advancement of soil borings, installation of groundwater monitoring wells, and <br /> collection and analysis of soil and groundwater samples (see Figure 2). <br /> Over the past six weeks, during onsite activities conducted by Stratus and others(JC Sewer <br /> and Drain Plumbing, Sweet Pea Septic, and J.R. Associates), and with the aid of <br /> miscellaneous trade equipment(down-hole cameras and pipe tracing devices), information <br /> and data has been gathered resulting in a better understanding of the septic system's <br /> operation, construction, and configuration.
