Stockton Propeller Sampling and Analysis Plan <br /> 1 Introduction <br /> The Stockton Propeller, Inc. (SPI)facility is located at 2478 Wilcox Road in Stockton, California - refer to <br /> Figures 1 and 2. SPI is located within a mixed-use property complex that includes both industrial and <br /> residential uses. . SPI is a Federal Aviation Administration (FAA) Certified Repair Station,which <br /> specializes in full-service governor, metal, and composite propeller overhaul and maintenance. SPI is an <br /> expert in blade overhaul and reconditioning.This technology-based art form uses force application <br /> devices in combination with time-proven manual techniques, and includes bead-blasting, and painting <br /> operations. <br /> Chemicals used on-site for repair and maintenance of propellers are stored in SPI's warehouse and used <br /> in the inspection and etch rooms- refer to Attachment 1 for a list of chemicals. Prior to May 19, 2021, <br /> liquid generated from Ardrox Dye Penetrant,and etching(NuEtch E3& DeSmut)operations were disposed <br /> of into the on-site septic system.The Ardrox Dye Penetrant rinse water was disposed of via a sink that <br /> drained into a 10-gallon plastic tub with a submersible pump in the Inspection room which pumped the <br /> rinse water via a hose through the ceiling into a vent pipe that is connected to drain lines in the <br /> restrooms which empty into the septic tank.The NuEtch E3 and DeSmut rinse water was first tested for <br /> pH, and once pH was 7-8, drained into the sink in the Etch room which gravity fed into the septic tank. <br /> Refer to Figure 3 for map of Inspection and Etching rooms. Since May 19, 2021, or shortly after,the hoses <br /> from the Inspection room and sink in the Etch room were removed and Ardrox Dye Penetrant, NuEtch E3, <br /> and DeSmut rinse water have been accumulated on-site in plastic 55-gallon drums, managed by the on- <br /> site EHS technician,and transported off-site by hazardous waste vendors. <br /> The size, depth, configuration, and existence of a leach field associated with the septic system is <br /> unknown. According to SPI staff,the septic system is connected to their property and possibly to the <br /> property to the south, currently occupied by Formurex, a pharmaceutical manufacturing facility. <br /> However, the connection to Formurex has not yet been confirmed.
