Wave Broadband, OCI Case #15278
Date Samples Collected: May 25, 2021
in the sample was high enough that the change in concentration would not be expected to be
significant.
The laboratory also had extrapolated the data as a liquid for both chromium and chromium VI
instead of a solid. Because of this the results are in mg/L (converted from ug/L for chrom VI) and
not mg/kg. Converting the mg/L to mg/kg to compare with the TTLC is approximately 1:1 with the
levels recovered so high the minor difference is,a moot point.
Sample SP-05A also exceeds the TCLP concentration for cadmium, and chromium, which
pursuant to California Code of Regulations, title 22, section 66261.24(a)(1)(B), shows the sample
exhibits the characteristic of toxicity and thus is a RCRA hazardous waste and hence is a RCRA
hazardous waste.
The pH for this sample is 2.86 which does not exceed the regulatory threshold.
As noted above, we have not received the laboratory results for Sample SP-05B for the Fish
Bioassay, when the results come in and if they are deemed significant, we will make an
addended report.
k
Sample SP-06:
The sample was collected in the warehouse from an unlabeled, one quarter full, blue poly 55-
gallon container with cut away top next to the entrance. Stockton Propeller, Inc. staff could not
confirm what was in the unlabeled container as mentioned above they believed it to be rainwater.
The container contained a clear liquid with a scum layer on the surface. The liquid in this drum is
a waste because they allow it to evaporate into the atmosphere without any control measures or
monitoring.
This sample was tested for total metals, WET, TCLP metals, and pH.
Sample SP-06 did not exhibit a characteristic of hazardous waste for total metals, WET, TCLP
metals, or pH (7.60).
Sample SP-07:
The sample was collected in the "Cleaning Room" from a 5-gallon, orange, home depot bucket
that M. Belmont said the contents of the bucket were removed from the "Grit Guy" cleaning units
filter the previous day. The contents of the bucket were a light grey, fine powder, solid material.
M. Belmont stated that they had been disposing of this material in the trash as a waste without
any type of hazardous materials manifest.
This sample was tested for total metals, WET, TCLP metals, and pH.
This sample exceeds the TTLC and STLC for cadmium. Pursuant to California Code of
Regulations, title 22, section 66261.24(a)(2), this sample exhibits the characteristic of toxicity.
The sample also exceeds the TCLP concentration for cadmium, which pursuant to California
Code of Regulations, title 22, section 66261.24(a)(1)(B), shows the sample exhibits the
characteristic of toxicity and thus is a RCRA hazardous waste.
The pH for this sample is 10.68 which does not exceed the regulatory threshold.
Page: 11
