The PA found that groundwater and surface water at the Site do <br /> not pose a threat to human health or the environment because groundwater in the Site area is deep and not used <br /> for drinking, food, or recreational purposes and the nearest surface water body is greater than 2 miles from the <br /> Site. The PA also found that potential contamination in soil at the Site did not pose a threat to human health or <br /> the environment because the Site is paved, Site access is restricted, and no schools, residences, or daycare <br /> centers were within 200 feet of the Site.On March 25, 1999, USEPA Region IX approved DTSC's PA and prepared <br /> the Remedial Site Assessment Decision that states the Site does not require further action under CERCLA and is <br /> not eligible for CERCLA because of limited receptors and target population (USEPA, 1999). The PA does note <br /> that the Site has been under State and local oversight. <br /> The Site is currently under DTSC oversight and is listed on the DTSC Envirostor database under two <br /> IDs: the most recent entry lists the Site as active with a voluntary agreement(Envirostor ID: 60003373), and the <br /> historic entry lists the Site as inactive and needing evaluation (Envirostor ID: 39300004). No Site closure <br /> documents have been identified. Below is a simplified chronology of reported violations and environmental <br /> assessments for the Site (DTSC, 1998): <br /> • March 22, 1984:the City issued a violation notice to Martin Metals for illegal discharge to Mormon <br /> Slough. <br /> • March 23, 1984: the City notified the Central Valley Regional Water Quality Control Board <br /> (CVRWQCB)of the illegal discharge. <br /> • May 18, 1984: CVRWQCB requested that MMF submit a sampling plan to define the lateral and <br /> vertical extent of contamination in Mormon Slough (CVRWQCB, 1984). <br /> • September 22, 1987: California Department of Health Services (CA DHS, predecessor to DTSC) <br /> issued a Report of Violation and Schedule for Compliance due to hazardous waste violations(CA <br /> DHS, 1987). <br /> • February 22, 1989: CA DHS issued a field notice of violation due to hazardous waste violations. <br /> • May 3, 1989: CA DHS issued Report of Violation and Schedule of Correction (CA DHS, 1989). <br /> • December 28, 1990: CA DHS Site Screening recommended a PEA due to chromium in sediment. <br /> • 1997: USEPA Region IX performed a Site Screening (EPA ID CAD982029928) under CERCLA. <br /> Chromium, copper, lead, toluene and zinc quantified or suspected due to plating waste disposal <br /> to trench and Mormon Slough. USEPA recommended further Site investigation under State lead. <br /> • March 2, 1998: DTSC published the PA(DTSC, 1998). <br /> • October 16, 1992: The Site is listed on USEPA's Comprehensive Environmental Response, <br /> Compensation, and Liability Information System (CERCLIS). <br /> • March 25, 1999: USEPA Region IX approved DTSC's PA.
