Environmental t-in e st Engineering <br /> colm Construction•Development Industrial•Municipal <br /> E N E r p E E R 1 a a 45 Volk Street,3rd Floor•San Francisco,California 94102•415.499.0535••=di+f+oll Blr+eUfinq.Coni <br /> HSP-6 <br /> INFECTIOUS DISEASE PREPAREDNESS AND RESPONSE PLAN <br /> HEALTH AND SAFETY PROCEDURE <br /> REVISED JULY 25, 2022 <br /> 1.0 PURPOSE <br /> The purpose of this health and safety procedure (HSP) is to describe procedures for protecting all workers <br /> from exposure to airborne infectious diseases (AID) such as Coronavirus Disease (COVID 19) during the <br /> course of their work.The onset of COVID 19 is unprecedented, and this HSP will be updated regularly <br /> in response to new information. <br /> COVID 19 is an AID that is caused by SARS-COV-2 virus that may cause death or serious harm to some <br /> individuals. In California, the COVID 19 outbreak has spread rapidly, and appropriate protective measures <br /> continue to evolve.The U.S. Department of Labor Occupational Safety and Health Administration's(OSHA) <br /> General Duty Clause, Title 29, Section 5(a) (1), requires employers to provide their employees with a <br /> workplace free from recognized hazards likely to cause death or serious physical harm. In March of 2020, <br /> Cal OSHA issued "Guidance on Preparing Workplaces for SARS-COV-2". Cal OSHA also issued a <br /> workplace-specific guidance for Construction workers, which applies to many of the areas in which CDIM <br /> conducts field work. The documents offer practical ways to address potential health risks in the workplace. <br /> In May of 2022, Cal OSHA issued a COVID 19 prevention guidance,which is included as Attachment HSP- <br /> 6.A. <br /> Use of COVID 19 protection during emergencies and when conditions are immediately dangerous to life or <br /> health (IDLH) are not within the scope of this procedure. CDIM personnel are not expected to respond to <br /> emergency or IDLH situations. These events will be addressed by emergency response agencies as <br /> identified in Project Health and Safety Plans (PHSPs). <br /> 2.0 APPLICABILITY <br /> This procedure applies to all CDIM personnel. This HSP applies only during a pandemic when there is <br /> specific guidance such as a shelter-in-place order by the County or State or Federal government. <br /> 3.0 RESPONSIBILITIES <br /> Role Responsibility <br /> Project Manager The PM is responsible for the safe and effective implementation of this <br /> (PM) procedure. <br /> Health and Safety • Technical assistance in determining the need for PPE, including respirators <br /> Program Manager • Periodic evaluation of this HSP <br /> (HSPM) • Educational materials and programs to be used in worker training <br /> • Monitoring public health communications about COVID 19 and ensuring <br /> workers have access to that information <br /> • Administering the overall safety program <br /> Site Health and • Assists the HSPM in implementing the program in the field <br /> Safety Officer • Surveillance of work area conditions; <br /> (SHSO) • Implementing training, instruction, and fit testing programs, if required <br /> • Provision of appropriate PPE <br /> • Monitoring and supervising social distancing, hygiene and respiratory <br /> etiquette practices. <br /> Page 1 of 2 <br />
