Durham Ferry Road, Tracy, California <br /> EBI Phase I ESA Project#002256-PR <br /> BACKGROUND <br /> The Subject Property is located at 831 W. Durham Ferry Road in Tracy, San Joaquin, California County, <br /> California. Tracy is located in northern California, and the Subject Property is approximately seven miles <br /> southeast of downtown Tracy.The current tenancy is Monopole use. <br /> The Subject Property, known as South Tracy, consists of an approximately 42.36-acre lot that is currently <br /> improved with an almond orchard. No buildings or structures are present on the Subject Property at this time. <br /> • The Subject Property appears to have been initially utilized for agricultural purposes as early as early as <br /> 1915. These uses varied, but have included irrigated cover crops and orchards. Based upon the historical <br /> and current orchard use of the Subject Property and the documented use of organochlorine and arsenate <br /> pesticides in the region (as evidenced by sampling results at the nearby Trinkle & Boys Agricultural Flying <br /> CPS-SLIC and EnviroStor site), subsurface conditions at the Subject Property may have been impacted by <br /> the current and long-term historical orchard operations conducted on the Subject Property. This is <br /> considered to represent a recognized environmental condition (REC) for the Subject Property, including <br /> the Project Site. <br /> EBI understands that The Towers LLC proposes to construct a tower facility on the southeastern portion of the <br /> Subject Property. The tower facility will include a 105-foot Monopole tower, equipment enclosure, equipment <br /> cabinets, and an emergency generator located within a fenced compound on a 30 foot by 30 foot lease area. <br /> The Towers LLC plans to improve an access road from West Durham Ferry Road to the tower area. Utilities will <br /> follow the proposed access road. <br /> EBI understands that The Towers LLC seeks to obtain information regarding the presence or absence of <br /> hazardous materials and/or petroleum products in soil and/or groundwater at the location of the proposed <br /> Project Site, which may involve excavation to a depth of approximately 30 feet below ground surface (bgs), <br /> thereby potentially encountering contaminated groundwater and associated saturated soil, resulting from <br /> historical Subject Property use. The information generated from the proposed scope of work will be useful in <br /> identifying the potential costs and options for disposal of excess soil generated during construction, for <br /> management of dewatering fluids, if necessary, and for use in determining special worker health and safety <br /> precautions, if warranted. <br /> PROPOSED SCOPE OF WORK <br /> • EBI and/or a drilling subcontractor will contact the appropriate state agencies and local and municipal <br /> utilities in order to obtain utility clearance prior to commencing the subsurface investigation. Unless <br /> otherwise agreed, the Client shall provide or arrange for EBI to be provided with locations of buried <br /> utilities and other underground structures in areas of subsurface exploration. The on-site representatives <br /> will also confirm the location of underground utilities to EBI. In addition, EBI will retain a private utility <br /> locator contractor to screen the proposed drilling locations for underground utilities. <br /> • The Phase 11 ESA scope of work will include the advancement of one soil boring. The boring will be <br /> advanced in the proposed location of the proposed monopole (I boring). A hollow-stem auger drilling rig <br /> or Geoprobe direct-push sampling rig will be utilized to advance the soil borings. The boring in the location <br /> ENVIROBUSINESS, INC.
