Vintage Car Wash I - 2 - 1May 2007
601 E. Miner Ave., Stockton ) t
Comments: The Wodrplan is conditionally approved by Regional Board staff with the following
modifications:
1) To be cost effective, justification for sampling needs to be supplied for the eight unnamed
ample locations circled in the attachment. These sample locations do not relate to the
known residual soil contamination from the UST; release. Please provide a letter
justification to fire Workplan for the eight circled sample locations (southwest section of
site), supported by prior data and/or rationale for inclusion in Workplan, for Regional Board
staff approval at least two weeks prior to scheduled fieldwork, or slate in writing that the
eight sample locations will not be incorporated into the fieldwork.
2) If there are any delays in acquiring access agreements for the off site sample locations,
then the onsile sampling will occur independently of, and prior to, the offsite sampling. -
Further, you are to polity me immediately of any site access delays.
3) The Workplan states that two soil borings will be advanced to provide samples for analyses
of the physical properties for the soils. The Wodrplan does not specify in the text or show
on the figures, which soil borings, will be used to determine soil physical properties.
Please provide a revised Figure 3 with a letter clan(ation, no later than 10 May 2007, on
the locations of the soil borings, and on how the soil data will be used in the risk
assessment.
4) In addition to comparison to DTSC's guidance, Regional Board staff require comparison of
the soil vapor data to the San Francisco Bay Regional Board Environmental Screening
Levels (ESLs), which can be downloaded from the Internet at:
hUpJhvww_waterboards.ca.govlsanfranciscobay/esl.him
Please schedule the work as soon as passible (see attached DGS/GeoCon proposed
schedule), acquire all permits from San Joaquin County Environmental Health Department,
and give the County and I at least three working days notice prior to f idwork. You may
contact me at (916) 4644615 or ybarthrin Awaterboardiseagov if you have questions or
comments.
Lr .
James L Barton, P.G.
Engineering Geologist
cc.
