Mr. Buehler <br /> February 9, 2024 <br /> Page 2 of 7 <br /> • January 2001 -Property was transferred from Janet Wisecarver to Philip and Irene Henry; <br /> • August 27, 2001 - Subsurface investigation performed by UEC was completed under a <br /> contract with Philip Henry; <br /> • January 2004-Property was transferred from Philip and Irene Henry to Carl McArthur, Jr.; <br /> • 2011 - 2015 - Investigation was completed under Department of General Services (DGS) <br /> contract with funding generated through the Emergency, Abandoned and Recalcitrant <br /> (EAR) account program as EAR Site No. R10-129; <br /> • November 2016-Begin Site funding by the OSCF, Project No. B 185; <br /> • October - November 2017 - Remedial activities presented in Apex's Feasibility Study and <br /> Interim Remedial Action Plan, dated May 20, 2013, were implemented, including installation <br /> of a trailer mounted soil vapor extraction (SVE) and air sparge (AS) remediation system. The <br /> SVE/AS system consists of a 20 horsepower (HP) Dekker Vacuum Technologies, Inc. Vmax <br /> liquid ring blower capable of 300 cubic feet per minute (cfm) at 29-inches of mercury, four <br /> 2,000-pound vapor-phase carbon vessels arranged in series, a 60-gallon moisture knock out <br /> tank with a high water level shut down sensor, NEMA-4 control panel equipped with safety <br /> sensors for automatic system shutdown, equipment cooling exhaust fan, and associated <br /> conveyance piping; <br /> • November 14, 2017 - Operation of the remediation system begins. After removing <br /> approximately 2,480.4 pounds of total contaminant mass, the remediation system was <br /> temporarily shut-off on August 31,2018, pending OSCF budget amendment approval. OSCF <br /> Budget approval was received on February 24, 2022, and an application for a permit to <br /> construct/operate and to replace the carbon vessels with an electric thermal oxidizer was <br /> submitted to the San Joaquin Valley Air Pollution Control District (SJVAPCD) on <br /> December 5, 2022. Approval was received on February 8, 2023; <br /> • April 27, 2023 - The thermal oxidizer began operating. The SVE/thermal oxidizer treatment <br /> system consists of a 10 HP Roots URAI 56 blower capable of 250 cfm at 14-inches of mercury, <br /> a moisture knock-out tank with a high-water level shut down sensor, control panel equipped <br /> with safety sensors for automatic system shutdown, and a platinum coated metal monolithic <br /> oxidizer with a 98.5%+destruction efficiency. The treatment system currently utilizes four vapor <br /> extraction wells (VW-1, VW-1 D, VW-2, and VW-2D). Vapor extraction wells VW-1 and VW-2 <br /> are screened from 30 to 60 feet below ground surface (bgs) and wells VW-1 D and VW-2D are <br /> screened from 60 to 80 feet bgs. The Site is also equipped with ten air sparging wells (AS-1 <br /> through AS-10), which are currently offline but scheduled for startup in May 2023. The layout <br /> of the treatment system and air sparge system are presented on Figure 2. Startup activities <br /> are presented in Citadel's Treatment System Startup Monitoring and Sampling Report <br /> submitted to RWQCB on May 12, 2023. Since startup, weekly Operation and Maintenance <br /> (O&M) Site visits have been conducted and remediation progress are presented in quarterly <br /> O&M Reports; and <br /> • December 6, 2023-A Joint Execution Team (JET) meeting was held to develop a scope of <br /> work for the grant amendment.This grant amendment proposed scope of work is needed to <br /> complete approved remedial activities at the Site and move towards closure in compliance <br /> with the RWQCB- Low-Threat Closure Policy (LTCP). <br />
