® Ca AVIN I`IEWSOM
C'CJVFHN(]H
Water Boards ENV E GAR CIA
ENVIRONMENTAL PROTECTION
Central Valley Regional Water Quality Control Board
15 November 2023
Mrs. Sharon Olivarez
c/o Andrea Olivarez
540 Scotts Avenue
Stockton, CA 95203
WELL DESTRUCTION REPORT REQUEST,
FORMER SKIPS SERVICE STATION (T0607700605),
300 SOUTH CALIFORNIA STREET, STOCKTON, SAN JOAQUIN COUNTY
Dear Ms. Olivarez:
On 15 August 2023, Central Valley Regional Water Quality Control Board staff
distributed a Fact Sheet notifying interested parties of your request for regulatory
closure of the Former Skips Service Station environmental case. The Former Skips
Service Station, also known as the Olivarez Property, is located at 300 South California
Street in Stockton.
The public comment period ran from 20 August to 20 October 2023. Central Valley
Regional Water Quality Control Board staff received no comments regarding the
proposed case closure.
As there are no objections to case closure, the next step is proper destruction of the
remaining Site investigation, remediation, and monitoring wells. Therefore, please
destroy these remaining Site wells and submit a Well Destruction Report by
30 March 2024.
The Well Destruction Report should include, at a minimum, documentation of proper
destruction of these Site wells, documentation of proper disposal of all investigation
derived waste, and a copy of the well destruction permits. Once this information is
received by this office, staff will mail a legislatively required closure letter. Please
provide me with at least three working days' notice prior to commencement of field
activities to allow me the opportunity to observe the well destruction activities.
San Joaquin County maintains jurisdictional authority for well destruction; therefore, you
are to contact the county to obtain all applicable permits and clearances required to
properly destroy the monitoring wells associated with this Site. You must comply with
all applicable county and City of Stockton directives.
MARK BRADFORD, CHAIR I PATRICK PULUPA, ESQ., EXECUTIVE OFFICER
11020 Sun Center Drive#200, Rancho Cordova, CA 95670 1 www.waterboards.ca.gov/centralvalley
