FINDINGS FOR ADMINISTRATIVE USE PERMIT <br /> PA-2600008 <br /> MICHAEL A.&CYNTHIA SOUZA TRUST/MIKE SOUZA <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any <br /> applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable-plan <br /> adopted by the County. <br /> • This finding can be made because Pursuantto Development Title Section 9-203.010,the use <br /> type Animal Care, Sales, and Services — Stables is permitted in the AG zone with an <br /> Administrative Use Permit.The project site has a General Plan designation of A/G (General <br /> Agriculture), and the AG-40 (General Agriculture, 40-acre minimum) zoning district is an <br /> implementing zone consistent with that designation. Therefore, the proposed -use is <br /> consistent with the goals, policies, standards, and maps of the General Plan: There are no <br /> applicable Master Plans,Specific Plans,or Special Purpose Plans affecting the project site <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because the project site will be served by existing on-site well and <br /> septic systems, and natural storm drainage. Access to the site will be provided via West <br /> Linne Road, a County-maintained roadway capable of accommodating the proposed use. <br /> No additional utilities or infrastructure improvements are necessary to support the <br /> proposed use. Therefore, adequate access and necessary facilities have been provided. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the project site totals approximately 12.26-acres, <br /> providing sufficient area to accommodate the proposed commercial stables. The site <br /> currently has a single-family residence, an arena area and horse stalls for personal use by <br /> the owners, allowing for adequate space to convert the existing facilities into a commercial <br /> use. The existing parcel configuration and access from West Linne Road are adequate to <br /> accommodate the proposed- use and comply with applicable Development Title <br /> requirements. The access driveway will be reduced from 25-feet to 20-feet, however, this <br /> was previously approved by south County Fire Authority and will have limited visitor usage <br /> per month. Therefore, the site is physically suitable for the type and intensity of <br /> development proposed. <br /> 4. The location, size, design, and operating characteristics of the proposed use will be compatible with <br /> and will .not adversely affect the livability or appropriate development of abutting properties and the <br /> surrounding neighborhood. <br /> • This finding can be made because the proposed commercial stable will be established on <br /> previously developed parcel and does not include construction of new buildings or <br /> structures. The operational characteristics of the proposed use, including visitation of <br /> boarders 1-2 times per month and deliveries 2-4 times a month, are consistent with other <br /> agricultural-related uses permitted within the AG zoning designation. Access from West <br /> Linne Road is adequate to support project operations. With no new permanent structures, <br /> building expansion, or increased development intensity proposed, the project is not <br /> expected to adversely affect the livability or appropriate development of surrounding <br /> properties. Therefore, the proposed use will be compatible with the surrounding <br /> neighborhood. <br /> 5.
