Ham Lane, Lodi <br /> APN: 05923012, SU-2601180 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil Suitability/Nitrate <br /> Loading Study (SSNL) dated February 17, 2026 for the above noted location and has the following comments <br /> for your consideration. <br /> The SSNL was prepared to determine the suitability of the above noted parcel for onsite wastewater treatment <br /> system (OWTS) usage and the potential long-term nitrate loading impact to groundwater from the existing <br /> home and proposed 2 bedroom accessory dwelling. <br /> Based on the information provided the EHD can make the following findings: <br /> a. The onsite well water has a dibromochloropropane (DBCP) concentration of 0.07 micrograms per liter <br /> (pg/L). DBCP is a synthetic insecticide that targets nematodes in vineyards. Use of DBCP was <br /> discontinued in 1977 but is still found in ground water samples to date. There is a range of health <br /> effects caused by DBCP including gastrointestinal distress, pulmonary edema, male-infertility, and <br /> DBCP may be carcinogenic. There is no safe level of DBCP exposure; exposure may occur through <br /> ingestion, skin contact such as bathing or washing hands, or inhalation. (Source: California State <br /> Water Resource Control Board) <br /> b. Based on the information provided the EHD finds that the SSNL Study supports the suitability for <br /> standard OWTS usage for the proposed development pursuant to San Joaquin County Development <br /> Title, Section 9-604.010(d) <br /> c. Percolation test conducted on Feburary 3, 2026 yields a percolation rate of 13.89 min/inch. At this rate <br /> an 8' soil separation is required between bottom of dispersal field and the groundwater. Groundwater <br /> is reported at 62 feet to 64 feet below surface grade. (San Joaquin County OWTS Standard Table <br /> 1.10.2). <br /> d. Obtain an installation permit for residential onsite waste water treatment system (OWTS) from this <br /> department. Inspection is required before back fill of OWTS excavations. Request for inspection 24 <br /> hours in advance by calling our inspection line (209) 953-7697.
