Standard observations include identifying evidence of <br /> liquids entering or leaving the landfill and signs of ponding on the landfill or erosion of the landfill cover soils, as <br /> well as identifying strong landfill gas odors. Completed Forward inspection forms are provided in Appendix E. <br /> The Forward Landfill Operations Manager performs weekly monitoring for odors along the perimeter of the landfill <br /> and on the landfill surface pursuant to the Forward Landfill Odor Control Management Plan (Forward 2009). If an <br /> odor complaint is received from the public, Forward performs an immediate investigation to identify the source. <br /> Mitigation measures are implemented following confirmation of an odor. No odors requiring mitigation measures <br /> were reported in first quarter 2026. <br /> In addition to Forward's standard observations, the San Joaquin County Environmental Health Department <br /> (SJCEHD) performed monthly inspections at the Site on January 23, February 12, and March 23, 2026. The <br /> inspections from these dates included an additional asbestos inspection.
