FORWARD Man S.Austin Road ] Manteca,CA 95336 Landt'�Zt P:(209)982 4298 F:(209)982-1009 Brendan Kenny Engineering Geologist Central Valley Regional Water Quality Control Board 11020 Sun Center Drive,Suite 200 Rancho Cordova, CA 95670 April 1, 2026 RE: 2025 Annual Monitoring and Maintenance Report Forward Landfill,San Joaquin County,California Dear Brendan: In accordance with Attachment B — Monitoring and Reporting Program of the General Waste Discharge Requirements for Commercial Composting Operations,State Water Resources Control Board Order WQ 2020-0012- DWQ (General Order), and the Forward Resource Recovery Facility — General Waste Discharge Requirement Technical Report—Tier 2 (Technical Report)', Forward, Inc. submits this 2025 Annual Monitoring and Maintenance Report(2025 Annual Report)for the Forward Landfill (Site).This 2025 Annual Report describes the operation of the Forward Resource Recovery Facility (compost facility), owned and operated by Forward, Inc. The General Order requires all composting to comply with requirements of the General Order. An annual survey was conducted on August 29, 2025, prior to the wet season, and there was no evidence of areas of deficiency such as cracking or subsidence in the containment structures; therefore, no corrective action was undertaken. All composting operation areas are evaluated quarterly for any evidence of leachate, ponding, or surface failures, in compliance with the specifications of the General Order. During the reporting period,corrective actions were not needed during any of the four quarters. No notifications of violation were issued during 2025 by the State Water Resources Control Board in regards to the compost facility. However,one outstanding notification of violation of the Cleanup and Abatement Order exists for the Site.To comply with the Cleanup and Abatement Order, remedial corrective action is planned,which will include the installation of a groundwater extraction and treatment system and control measures applied to the total volatile organic compound groundwater plume on the California Department of Corrections and Rehabilitation property. As summarized in the 2025 Annual Report, detention pond monitoring was conducted in accordance with Attachment B of the General Order for sampling of the detention pond.All analyses were conducted at a laboratory accredited for such analyses by the State Water Board's Environmental Laboratory Accreditation Program. The analytical results from the detention pond monitoring are summarized in Table 1 of the 2025 Annual Report. The detention pond was in compliance with the Design, Construction, and Operation Requirements—All Tiers, line 8 section of the General Order requirement of maintaining a dissolved oxygen concentration in the upper zone(1 foot) of at least 1.0 milligram per liter. In accordance with the General Order and Technical Report,groundwater protection monitoring is not required for the compost facility.
