The General Order <br /> requires all composting to comply with requirements of the General Order. <br /> An annual survey was conducted on August 29, 2025, prior to the wet season, and there was no evidence of areas <br /> of deficiency such as cracking or subsidence in the containment structures; therefore, no corrective action was <br /> undertaken. All composting operation areas are evaluated quarterly for any evidence of leachate, ponding, or <br /> surface failures, in compliance with the specifications of the General Order. During the reporting period,corrective <br /> actions were not needed during any of the four quarters. <br /> No notifications of violation were issued during 2025 by the State Water Resources Control Board in regards to the <br /> compost facility. However,one outstanding notification of violation of the Cleanup and Abatement Order exists for <br /> the Site.To comply with the Cleanup and Abatement Order, remedial corrective action is planned,which will <br /> include the installation of a groundwater extraction and treatment system and control measures applied to the <br /> total volatile organic compound groundwater plume on the California Department of Corrections and <br /> Rehabilitation property. <br /> As summarized in the 2025 Annual Report, detention pond monitoring was conducted in accordance with <br /> Attachment B of the General Order for sampling of the detention pond.All analyses were conducted at a laboratory <br /> accredited for such analyses by the State Water Board's Environmental Laboratory Accreditation Program. The <br /> analytical results from the detention pond monitoring are summarized in Table 1 of the 2025 Annual Report. The <br /> detention pond was in compliance with the Design, Construction, and Operation Requirements—All Tiers, line 8 <br /> section of the General Order requirement of maintaining a dissolved oxygen concentration in the upper zone(1 foot) <br /> of at least 1.0 milligram per liter. <br /> In accordance with the General Order and Technical Report,groundwater protection monitoring is not required for <br /> the compost facility. <br /> I certify under penalty of law that this document, including all attachments and supplemental information, was <br /> prepared under my direction and supervision in accordance with a system designed to ensure qualified personnel <br /> 'HDR Engineering, Inc.2021.
