OBSERVATION:A site map was not completed and submitted as part of the business plan. REGULATION GUIDANCE: site map that contains north orientation, adjacent streets, access and exit points, evacuation staging areas, hazardous material handling and storage areas, emergency response equipment, and, if present, loading areas, internal roads, storm and sewer drains, and emergency shutoffs, as well as additional map requirements the governing body of the unified program agency finds necessary. CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. This is (Minor)Violation. 12 CA Health and Safety Code 25505(a)(3) 1010010-Electronically submitted adequate response plan/procedures for release/threatened release of hazmat. OBSERVATION:The emergency response(ER)procedures were not submitted in CERS. REGULATION GUIDANCE:A business plan shall include the following emergency response procedures for a release or threatened release of hazardous materials, including, but not limited to, the following: -immediate notification of local emergency personnel and the Environmental Health Department(EHD) -procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to persons, property, or the environment - evacuation plans and procedures, including immediate notice,for the site CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. This is (Class 2)Violation. 13 CA Health and Safety Code 25505(a)(4) 1020001 -Established and electronically submitted adequate training program. OBSERVATION:A training program was not submitted in CERS. REGULATION GUIDANCE: Training programs for all employees and annual training, including refresher courses, shall include familiarity with the facility's Emergency response plans and procedures in the event of a release or threatened release of a hazardous material. Training shall cover, but not limited to, all of the following: (A) Immediate notification contacts to the appropriate local emergency response personnel and to the unified program agency. (B) Procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to persons, property,or the environment. (C) Evacuation plans and procedures, including immediate notice,for the business site. These training programs may take into consideration the position of each employee. CORRECTIVE ACTION: Immediately prepare or update the facility's training program, log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval.
