PROCEDURES FOR HANDLING IDENTIFIED HAZARDOUS WASTE <br /> <br /> <br />If regulated quantities of hazardous wastes or PCB wastes are found after being deposited at the site, <br />site personnel will move the unloading operations to a safe area and place traffic cones around the <br />affected area. If the prohibited wastes are safely containerized for on-site moving, the site foreman <br />will direct site personnel to move these materials to temporary storage. <br /> <br />Materials will be moved to an on-site temporary hazardous waste storage locker for disposal within 90 <br />days. A “Safety Storage, Incorporated, Model 10” chemical storage locker has been provided with <br />secondary containment, explosion venting and may be moved with a forklift. Since the waste stored <br />in the locker will be removed within 90 days, the locker is not required to be permitted as a hazardous <br />waste storage facility. <br /> <br />The County has contracted with a licensed hazardous waste hauler to collect hazardous waste and <br />conduct hazardous waste cleanup activities at County disposal sites as required by the Department of <br />Public Works. <br /> <br />If the wastes are a spill, or are not adequately containerized for on-site moving or storage, the <br />Department of Public Health Services, Environmental Health Department is contacted immediately by <br />telephone and given details of the incident. Upon being given a description of the materials and <br />situation, the Department of Public Health Services, Environmental Health Department gives <br />directions to the site foreman or proceeds to the site if necessary and provides direction of <br />emergency removal of the waste in question. The site foreman also notifies the San Joaquin County <br />Office of Emergency Services concerning the incident. The Solid Waste Foreman then arranges for <br />immediate removal and ultimate disposal by the County’s Licensed Hazardous Waste Contractor as <br />directed by the Department of Public Health Services, Environmental Health Department. <br /> <br />Experience with the load checking program to date indicates that virtually all attempts to dispose of <br />hazardous waste at the site involves disposal of drums containing varying amounts of liquid. Under <br />the Program, liquid containers greater than five gallons in capacity which may be safely moved are <br />moved away from the dumping area and stored until disposal is accomplished by the responsible <br />party of the County. With the use of the chemical storage locker at the site, barrels will be <br />appropriately tagged when discovered with information as to approximate volume of contents, <br />probable contents of the container if known, date of discovery and responsible party if known and <br />then locked in the storage locker until removed from the site and manifested by a licensed hazardous <br />waste hauler.
