North County Recycling Center & Sanitary Landfill Department of Public Works/Solid Waste
First Semiannual 2025 Groundwater Monitoring Report ©2025 COUNTY of San Joaquin. All Rights Reserved
7
3.2 Storm Water
Storm water discharge and run on are monitored in compliance with the Industrial General Permit
and WDR of NCRC&SL. Discharges at these points are through culverts, with the discharge
controlled by valves. Storm water flows are monitored semiannually for the same field and
monitoring parameters as for groundwater specified above.
3.3 Surface Water
Surface water is sampled semiannually during the first and third quarters at upstream monitoring
point S-1 and downstream monitoring point S-2 (Figure 3) when water is flowing. Surface water
flows are monitored for the same field and monitoring parameters as for groundwater specified
above.
3.4 Leachate
Leachate at each sump is monitored monthly for volume of leachate collected, pump flow rate,
pH, and electrical conductivity. Leachate samples are monitored semiannually for the same field
and monitoring parameters as for groundwater specified above.
3.5 Unsaturated Zone
The unsaturated zone monitoring network consists of one (1) background monitoring station
VZ-1 and ten (10) points of compliance detection stations, VZ-2 through VZ-8 and VZ-11
through VZ-13 (Figure 3). These stations monitor for a potential leachate leak through the
landfill liner of Areas 1, 3 and 4.
Landfill gas samples are analyzed for temperature, gas pressure, methane, and carbon dioxide
quarterly and for VOCs semiannually.
