WASTE DISCHARGE REQUIREMENTS ORDER NO. See Provision G.8.a. <br />5. Methane and other landfill gases shall be adequately vented, removed from the Unit, or otherwise controlled as needed to prevent adverse health effects, nuisance conditions, or the impairment of the beneficial uses of surface water or groundwater due to migration through the unsaturated zone. <br />6. All wells within 500 feet of the waste management units shall have sanitary seals that meet the requirements of the San Joaquin County Environmental Health Department or shall be properly abandoned. A record of the sealing and/or abandonment of such wells shall be sent to the Regional Water Board and to the State Department of Water Resources. <br />7. The Discharger shall maintain a copy of this Order and make it available at all times to facility operating personnel, who shall be familiar with its contents, and to regulatory agency personnel. <br />D. CONSTRUCTION SPECIFICATIONS <br />1. Lateral expansions of the existing Unit (i.e., new modules) shall be constructed in accordance with one of the following composite liner designs: <br />a. Title 27 Prescriptive Standard – Subtitle D Composite Liner and LCRS (top to bottom): <br />Component Base Liner Side Slopes Operations Layer Soil LCRS 1’ gravel drainage blanket 40 mil synthetic FML or 60-mil HDPE1 Base Liner ≥ 2’ compacted clay soil (k < 1x10-7 cm/sec)2 Foundation Layer ≥ 1’ compacted soil3 ____________________________ 1. In direct and uniform contact with the underlying clay soil layer. 2. Minimum relative compaction of 90%. 3. See Construction Specification D.3. <br />b.
