Non-Water Release Corrective Action Plan North County Recycling Center and Sanitary Landfill AU24.1294.00 | Non-Water Release Corrective Action Plan Update 1 October 2024 1.0 INTRODUCTION This report presents an update to the site-specific Non-Water Release Corrective Action Plan (NWRCAP) prepared by Geo-Logic Associates in July 2014 for the North County Recycling Center and Sanitary Landfill (NCRCSL). This updated NWRCAP addresses the potential damage that can be caused by a reasonably foreseeable causal event that exceeds the landfill’s existing design standard in accordance with California Code of Regulations Title 27 (27 CCR), Section 22101. As part of this update, the data used in the previous report’s analyses was examined to ensure that values and information obtained from outside sources has not changed. Any changes in the data were used to modify the NWRCAP as needed. Modifications are noted within each section of this report. Potential reasonably foreseeable causal events to be considered, as identified by the California Department of Resources Recycling and Recovery (CalRecycle) Proposed Best Management Practices (BMPs) (see Section 8.0 for reference) for Preparing Site-Specific Non-Water Quality Corrective Action Plans, include: earthquakes, precipitation, flooding, fire, seiche, and tsunami. 1.1 Background The NCRCSL is an active, lined, Class III landfill located at 17720 Harney Lane, Lodi, San Joaquin County (County), California (Figure 1). The NCRCSL is owned and operated by the County Department of Public Works and has been since opening in 1991. The facility area covers approximately 320 acres, of which 185 acres are permitted for waste disposal. The remaining area is comprised of open space, including some wetlands (Figure 2). Access roads, stormwater sedimentation basin, setbacks, office and maintenance buildings, gate house, recycling center, and scales are located in areas that will one day receive refuse. The land use surrounding the landfill property is for agriculture (farming and livestock grazing). The landfill is operated in accordance with Solid Waste Facility Permit (SWFP) 39-AA-0022 issued by County of San Joaquin Environmental Health Department and with Waste Discharge Requirements (WDRs) order number R5-2010-0016 issued by Regional Water Quality Control Board (RWQCB). The NCRCSL receives solid waste and recyclable materials in the form of residential waste, green waste, wood waste, metals, paper products, glass, tires, plastic, agricultural waste, inert waste, treated wood waste, construction and demolition debris, and commercial/industrial waste from both the public and contract carriers. A Load Checking Program is in place to inspect incoming refuse to exclude household hazardous waste. Large dead animals may be received on a case-by case exemption in the instance of a health emergency such as the death of a significant number of cattle or other livestock. 2.0 GEOLOGIC AND HYDROGEOLOGIC OVERVIEW 2.1 Site Geology and Hydrogeology The geology and hydrogeology of the NCRCSL has been summarized from the report prepared
