Non-Water Release Corrective Action Plan <br />North County Recycling Center and Sanitary Landfill <br />AU24.1294.00 | Non-Water Release Corrective Action Plan Update 3 <br />October 2024 <br />runoff collects in depressed areas placed around the perimeter of the landfill. Collected runoff <br />in these areas is pumped to the interim sedimentation basin. The current final grading plan for <br />the NCRCSL is shown in Figure 2. <br />3.0 LANDFILL CONFIGURATION <br />This section of the NWCAP describes the existing landfill environmental control systems and <br />surface water control systems. <br />3.1 Landfill Gas Migration Monitoring and Control System <br />The NCRCSL has a perimeter landfill gas migration monitoring system that consists of 18 triple- <br />probe soil gas wells (SG-1 through SG-18). It is anticipated that three other single-probe soil gas <br />wells (SG-5, SG-6, and SG-7) will be decommissioned prior to closure. The site also has a landfill <br />gas control system that consists of a series of 13 horizontal gas extraction wells (HC-1 through <br />HC-13) and 7 vertical gas extraction wells (GX-1 through GX-7). The horizontal wells have been <br />installed (but, are not connected) to provide supplemental extraction of landfill gases after <br />closure if the vertical extraction wells cannot control landfill gas emissions. <br />3.2 Groundwater Monitoring System <br />Water quality is monitored consistent with WDR Order No. R5-2010-0016. The groundwater <br />monitoring network presently consists of six groundwater monitoring wells. It is anticipated <br />that approximately four additional groundwater monitoring wells will need to be added during <br />the operational life of the landfill prior to closure, providing a total of ten groundwater <br />monitoring wells to be maintained and monitored during the post-closure period (Shaw, 2010). <br />3.3 Surface Water Controls <br />As described above, stormwater run-off from the landfill is controlled by a series of top-deck <br />berms, side-slope benches, downdrain pipes, and perimeter drainage ditches. Most of the <br />runoff from the landfill is conveyed to an interim sedimentation basin to the east side of the <br />site. The remaining runoff collects in depressed areas placed around the perimeter of the <br />landfill. Collected runoff in these areas is pumped to the interim sedimentation basin. <br />Stormwater run-on from a tributary of South Paddy Creek enters from the east and is diverted <br />into the mitigation area at the north side of the site and when full, exists to the west. <br />The permanent stormwater run-off and drainage control facilities were designed to carry the <br />peak discharge resulting from a 100-year, 24-hour storm event, as required by 27 CCR, Section <br />20320 for a Class III waste management unit. <br />4.0 REASONABLY FORESEEABLE NON-WATER IMPACTS <br />The following scenarios of non-water impacts associated with known or reasonably foreseeable <br />site damage scenarios have been developed in accordance with CalRecycle’s BMPs for <br />Preparing Site-Specific Non-Water Quality Corrective Action Plans (CalRecycle, 2010).
