North County RC&SL Page 36 of 67 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised February 11, 2026 <br />6.2.5 Emergency Contact List <br />Call the following numbers in case of emergency at San Joaquin County Solid Waste Facilities. <br /> <br />• Any time, in case of emergency (fire, sheriff, ambulance): 911 <br />• Other urgent needs during normal working hours: (209) 468-3066 <br />(Monday through Friday, 8:00 AM to 5:00 PM) <br />• Other urgent needs after normal working hours: (209) 468-3074 ext. 3 <br />This number will reach 24-hour security personnel at the Public Works Department. <br />Explain the situation, and this person will contact the appropriate responsible party. <br /> <br />6.3 WASTE HANDLING (ACTIVE LANDFILL FACE) <br />Refuse is delivered to the active face by refuse transfer trucks, large commercial haulers, or by <br />“internal transfer” vehicles carrying non-recyclable material from the Recycling Center. <br /> <br />Tarps are used as alternative daily cover (ADC). The tarps are removed from the surface of the <br />working area at the beginning of each work day, and replaced at the end of the day. Other ADC <br />material may be used, as listed in Section 6.4.3. <br /> <br />After delivery to the active face, refuse is spread in lifts approximately two feet thick in an area of <br />approximately 100 feet x 90 feet, or other dimension appropriate for the tarp or other cover. <br /> <br />Refuse fill is controlled by GPS, following a surface design by County staff. Computer screens in <br />the bulldozer and compactor inform the operators of their horizontal and vertical location in <br />relation to the surface design. <br /> <br />Waste is placed within the working area until the end of the day, when the refuse is covered with <br />soil or approved ADC listed in Section 6.4.3. If the maximum local height is reached during the <br />day, then soil is placed over the refuse at that final elevation, and refuse placement is begun at <br />an adjacent area, also with the fill guided by GPS and the fill surface design. <br /> <br />Large and bulky wastes are separated to prevent bridging of the surrounding refuse. These items <br />are placed in the lower portion of the advancing lift and crushed by compacting equipment.
