Approval shall be based upon vendors demonstrated ability to consistently meet specifications outlined below for various types of ADC and commitment to coordinate with staff on volumes and delivery schedule to avoid any negative impacts to operations. Any intended ADC material brought to the facility without approval will be charged and handled as MSW. Organic type ADC (Green Waste & Compost) will be stockpiled adjacent to the active fill area for use up to a maximum of 30 hours after receipt. The use of ADC material will comply with the general and specific requirements of CCR Title 27, Section 20690. The amount of ADC used will depend upon materials available. When available, ADC will be stockpiled adjacent to the working face such that it does not interfere with unloading. Stockpiled ADC will be prioritized for use as soon as possible and in accordance with the procedures described herein: General Information: • Materials accepted to be used as ADC will be weighed upon receipt. • ADC will not be processed on site. • When ADC is used, either alone or with soil, it will be placed over the entire working face at the end of each operating day, or at more frequent intervals if necessary. The ADC will be applied and compacted to ensure that there are no voids in the cover material, and to meet the required thickness as described in CCR Title 27. • Waste-derived materials used as ADC will be stored, handled, and utilized in a manner to protect public health, public safety, and the environment, and to control vectors, fires, odors, blowing litter, scavenging, and nuisances. On-site personnel will monitor off-loading of ADC materials to ensure that unapproved wastes are not mixed in. Personnel will also monitor stockpiled ADC. The use of ADC will be terminated if it becomes unfeasible or creates hazardous conditions to public health, public safety, or the environment. • Soil will be placed over the entire working face at the end of any operating day preceding a closure of more than 24 hours. A stockpile of soil and required equipment will be available for this purpose.
