North County RC&SL Page 38 of 67 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised February 11, 2026 <br />• Compost Materials <br />• Processed Construction and Demolition Wastes and Materials <br />• Shredded Tires <br /> <br />All vendors intending to deposit ADC at North County shall be pre-approved by County staff. <br />Approval shall be based upon vendors demonstrated ability to consistently meet specifications <br />outlined below for various types of ADC and commitment to coordinate with staff on volumes and <br />delivery schedule to avoid any negative impacts to operations. Any intended ADC material <br />brought to the facility without approval will be charged and handled as MSW. <br />Organic type ADC (Green Waste & Compost) will be stockpiled adjacent to the active fill area for <br />use up to a maximum of 30 hours after receipt. <br /> <br />The use of ADC material will comply with the general and specific requirements of CCR Title 27, <br />Section 20690. The amount of ADC used will depend upon materials available. When available, <br />ADC will be stockpiled adjacent to the working face such that it does not interfere with unloading. <br />Stockpiled ADC will be prioritized for use as soon as possible and in accordance with the <br />procedures described herein: <br /> <br />General Information: <br />• Materials accepted to be used as ADC will be weighed upon receipt. <br />• ADC will not be processed on site. <br />• When ADC is used, either alone or with soil, it will be placed over the entire working face <br />at the end of each operating day, or at more frequent intervals if necessary. The ADC will <br />be applied and compacted to ensure that there are no voids in the cover material, and to <br />meet the required thickness as described in CCR Title 27. <br />• Waste-derived materials used as ADC will be stored, handled, and utilized in a manner to <br />protect public health, public safety, and the environment, and to control vectors, fires, <br />odors, blowing litter, scavenging, and nuisances. On-site personnel will monitor off-loading <br />of ADC materials to ensure that unapproved wastes are not mixed in. Personnel will also <br />monitor stockpiled ADC. The use of ADC will be terminated if it becomes unfeasible or <br />creates hazardous conditions to public health, public safety, or the environment. <br />• Soil will be placed over the entire working face at the end of any operating day preceding <br />a closure of more than 24 hours. A stockpile of soil and required equipment will be <br />available for this purpose.
