North County RC&SL Page 40 of 67 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised February 11, 2026 <br />Shredded Tires: Shredded tires used as ADC shall be preprocessed off site in order that f 50 <br />percent by volume is smaller than 6 inches in length and no individual pieces are greater than 12 <br />inches in length. Shredded tire ADC may be placed alone or mixed with soil. Shredded tires used <br />as ADC, without mixing with soil, will not be applied when there is precipitation or when there is a <br />local forecast of greater than 40 percent chance of precipitation in the vicinity of the landfill, within <br />8 hours of application time. The on-site storage of shredded tires will comply with the <br />requirements set forth by CCR Title 14, Division 7, Chapter 3, Article 5.5. All shredded tires used <br />as ADC shall be placed within 56 hours of receipt on site. <br /> <br />6.4.4 Intermediate Cover <br />Intermediate cover consists of a minimum 18” of soil cover over refuse where no additional refuse <br />will be placed within 180 days. <br /> <br />6.4.5 Final Cover <br />A final cover project covering a part of the landfill, is contemplated in the next five years. This <br />project will place final cover on the western portion of Areas 1 through 4, including the portions of <br />the top deck of those Areas that have reached final elevation. The soil balance calculations for <br />this site assume that such partial final cover projects will be executed before Area 7 is fully <br />excavated, thereby minimizing the quantity of soil that must be stockpiled. It is further <br />contemplated that the County will seek to use an evapotranspiration (ET) cover for final closure <br />based on the success of the ET cover project at the Foothill Sanitary Landfill, which demonstrated <br />that the ET cover was twice as effective as an intact prescriptive cover, and on the quality of the <br />Soil at the North County Landfill which is conducive to vegetative growth with minimal <br />amendments. <br /> <br />6.5 WASTE HANDLING <br />6.5.1 Public Health Operating Considerations <br />The NCRC&SL is designed and operated to mitigate flies, rodents, and other vectors, and the <br />creation of nuisances. This is achieved through air and water quality control, noise control, odor <br />control, and sanitary landfill operating practices (see Section 6.8). <br />
