North County RC&SL Page 50 of 67 Public Works/Solid Waste Joint Technical Document County of San Joaquin – Revised February 11, 2026 7 RECYCLING CENTER AND RELATED ACTIVITIES ___________________________________________________________________________________ The following sections describe the operations of the Recycling Center at the time of this JTD submittal. Activities will be adjusted as needed to address the needs and objectives of the site. 7.1 GENERAL Design requirements of the Recycling Center, including those for public use included: • Customers are protected by a grade separation between their parking location and the area below where the heavy equipment operates. • Self-haul and commercial customers are separated. • Recyclable materials are separated manually from the non-recyclable material. Recycled materials are placed in bins on the north side of the Recycling Center, and the non- recycled materials are placed in bins on the south side. • The capacity of the Recycling Center is based on the rate of vehicles served: 92 vehicles per hour (Emcon, 1990, Entrance Facility Design, North County Sanitary Landfill). The total operating area within the Recycling Center is approximately 66,660 square feet. Nuisance control per Title 27 Section 17408.5 is accomplished by compliance with CEQA and mitigation measures identified in the EIR (Section 1.6) and as described in this JTD. 7.2 MATERIALS RECEIVING 7.2.1 Types and Quantities of Material In 2023, approximately 72,000 tons of material were received at the Recycling Center, of which approximately 10% was salvaged for recycling. The remaining solid waste, including non- salvageable items and materials) was disposed at the active landfill face (Table 4). Other material, such as concrete rubble, was received at the site but diverted from the landfill by recycling activities occurring at the site, but not within the Recycling Center itself.
