North County RC&SL Page 62 of 67 Public Works/Solid Waste
Joint Technical Document County of San Joaquin – Revised February 11, 2026
• The compactor is operated after the Recycling Center tipping floor is cleared of other
personnel.
• Radio walkie-talkie and visual communication is maintained at all times between the
compactor operator and other personnel in the Recycling Center.
• Compactor operators are vigilantly watching for pressurized cylinders, propane tanks,
televisions, and computer monitors. These items will be pulled out and not pushed with the
refuse to the compactor.
• The compactor is equipped with an audible back up alarm and working lights.
• In the unlikely event of an explosion because of the compactor running over refuse, on-site
staff will take appropriate action by isolating the area and contacting the appropriate
emergency agencies (i.e. County Office of Emergency Services, County Environmental
Health Department, and local Fire Department).

Baling equipment is not used in the Recycling Center at this time. However, such equipment may
be added if beneficial.
