North County Recycling Center and Sanitary Landfill <br />Storm Water Pollution Prevention Plan <br /> <br /> <br /> <br />Page 34 <br />Row <br />No. Minimum Permit Requirement Facility-Specific Implementation <br />tracked from the stockpiles is swept up and returned to <br />the stockpiles. <br />2. <br />Minimize or prevent material tracking The facility will install a track out control measures at <br />the exits from the active landfill module where the dirt <br />meets the paved road. The facility will also install a <br />track out control measure at the exit of the dirt <br />equipment storage yard where it connects to the paved <br />road. <br />In the green waste area, the operating contractor will <br />assure that the area is kept clean and that dyed mulch <br />material is maintained in bermed and covered <br />stockpiles. <br />3. <br />Minimize dust generated from industrial <br />materials or activities; <br />Water is used to control dust in the recycling center <br />via overhead sprinklers and in the landfill areas and <br />dirt roads with a water truck. Daily cover is placed on <br />active landfill operations to minimize windblown <br />trash, sediment, and emissions. Ultimately, vegetation <br />is established on the slopes and the top of the <br />completed landfill modules. <br />In the green waste area, stockpiles of dyed wood <br />mulch will be covered with tarps. <br />4. <br />Ensure that all facility areas impacted by <br />rinse/wash waters are cleaned as soon as <br />possible; <br />Wastewater that is generated at the contained vehicle <br />and equipment wash pad passes through a separator <br />and into a collection sump where it is pumped offsite <br />for proper disposal by an authorized waste hauler. <br />Residual sludge material is disposed of at an <br />appropriate off-site facility. <br />5. <br />Cover all stored industrial materials that can <br />be readily mobilized by contact with storm <br />water; <br />The recycling center, maintenance shop, and the <br />fueling / wash pad are covered with a rain-proof <br />structure. <br />In the green waste area, stockpiles of dyed wood <br />mulch will be covered with tarps. Equipment and <br />tanks that have dye residue on them will be covered <br />with plastic sheeting or tarps prior to rain events. <br />6. <br />Contain all stored non-solid industrial <br />materials or wastes (e.g., particulates, <br />powders, shredded paper, etc.) that can be <br />transported or dispersed by the wind or <br />contact with storm water; <br />The wastes being disposed at the landfill may contain <br />these types of materials. In accordance with the <br />WDR, they are covered at the end of each operating <br />day with a tarp or soil cover. Wind screens are used in <br />active modules. The landfill modules are designed to <br />capture leachate, to prevent migration of pollutants to <br />groundwater, and to capture Landfill Gas emissions. <br />Leachate is re-applied to the landfill modules (except <br />for Module #1). The completed landfill modules are <br />permanently capped with an approved cover and <br />vegetation. <br />In the green waste area, totes and drums of dye will be <br />stored under a stormproof cover.
