North County Recycling Center and Sanitary Landfill <br />Monitoring Implementation Plan <br /> <br /> <br /> <br />Page 1 <br />1.0 Introduction <br />This document presents the Storm Water Monitoring Implementation Plan (MIP) for the San <br />Joaquin County North County Recycling Center and Sanitary Landfill (North County <br />Landfill). This MIP was developed to meet the requirements given in Section XI of the <br />NPDES, General Industrial Storm Water Permit issued by the State of California SWRCB <br />Water Order 2014-0057-DWQ amended by Order 2015-0122-DWQ and Order 2018-0028- <br />DWQ (General Permit). <br />The San Joaquin County facility operates under the Standard Industrial Classification (SIC) <br />code 4953 for “landfills, land application sites, and open dumps”. Landfills are listed <br />under Category #5 of Attachment A of the General Permit requiring permit coverage. <br />Furthermore, operators of landfills are required to comply with Part 445 of 40 CFR Chapter <br />I, Subchapter N, which specifies effluent limitation guidelines (ELGs) for specific <br />categories of industrial storm water discharges. ELGs for this facility are identified and <br />discussed in Section 7 of the SWPPP and Section 4 of the Monitoring Implementation Plan. <br />The State Water Resources Control Board (SWRCB) issued San Joaquin County the waste <br />discharge identification number (WDID No.) 5S39I005571. <br />The facility is located in unincorporated San Joaquin County approximately 9 miles east <br />of Lodi, California. The facility includes a recycling center and sanitary landfill. Adjacent <br />land use within 1,000 feet of the facility consists primarily of agricultural land including <br />vineyards, pastures, field crops, and fruit and nut orchards. Several structures, including <br />residences, have been built on properties which are within a half mile or more from the <br />landfill. <br />The surface drainage system consists of ditches, culverts, and drains designed to convey <br />surface water runoff and control erosion by reducing water velocities. An on-site <br />sedimentation basin (the Interim Sedimentation Basin or ISB) receives the majority of <br />surface water runoff from the landfill areas. This basin discharges water to the wetland <br />area located in the northern portion of the property. The ISB allows sediment and other <br />pollutants to settle out before water is discharged to the wetland. Surface drainage from <br />the on-site wetland is to South Paddy Creek (an intermittent stream that crosses the site <br />immediately north of the landfill); thence to Paddy Creek (about 2.8 miles west of the site); <br />Bear Creek; and Disappointment Slough, which is tributary to the San Joaquin River. A <br />complete description of the site’s surface drainage system can be found in the Joint <br />Technical Document described in Section 3.2 of the SWPPP. <br />Scheduled facility operating hours are Monday through Sunday, 7 AM to 4 PM closed <br />holidays. <br />The objectives of this MIP are as follows: <br />• Aid in the implementation of the Storm Water Pollution Prevention Plan (SWPPP); <br />and <br />• Assist the San Joaquin County facility in developing a comprehensive plan for the <br />monitoring requirements in the General Permit and to assess their monitoring
