North County Recycling Center and Sanitary Landfill
Monitoring Implementation Plan

Page 3
2.0 Description of the Storm Water Discharge Points
The North County Landfill has two industrial storm water discharge locations that are
monitored for storm water discharges. A map of these sample locations is presented in
SWPPP Map 2 of this report.
The Interim Sedimentation Basin (ISB) is provided with an outlet culvert and valve.
Discharge occurs if County staff open the valve, which typically does not occur during a
normal storm water year. The ISB is designed to remove sediment from flows from the site
up to the capacity of a 100-year storm event. If a discharge occurs, the water will be released
to the adjacent culvert at the SW-3 discharge point by opening a discharge valve.
The other discharge point is SW-4 located on the west side of the facility and will flow offsite
when there is enough precipitation to cause a discharge from the retention pond. The
following table and aerial map provide a summary of the drainage areas and discharge points.
Table 2.0 – Drainage Areas
Drainage Area
Name
Drainage Area
Size (Acres)
Discharge Area Description Industrial Activities
SW-3 181

Runoff from the recycling
center, the maintenance
building, green waste area,
landfill operations, bin storage
area, and most of the landfill
roadways.
• Material sorting and
recycling
• Equipment maintenance,
fueling, and washing,
• Green waste processing
• Landfill operations
• Landfill gas and leachate
collection system operation
and maintenance.
• Landfill gas oxidizer
SW-4 9.3 Runoff from capped and
vegetated areas of Landfill
Modules M1, M3, and M4.
Runoff from west perimeter
roadways.
• Landfill gas and leachate
collection system operation
and maintenance.
• Vehicle traffic
