North County Recycling Center and Sanitary Landfill <br />Monitoring Implementation Plan <br /> <br /> <br /> <br />Page 5 <br />3.0 Monitoring Methods <br />The required elements of the MIP are: <br />• An identification of team members assigned to conduct the monitoring requirements; <br />• A description of the following in accordance with Attachment H of the General <br />Permit: <br /> Discharge locations; <br /> Visual observation procedures; and, <br /> Visual observation response procedures related to monthly visual <br />observations and sampling event visual observations. <br />• Justifications for any of the following that are applicable to the facility: <br /> Alternative discharge locations in accordance with Section XI.C.3 of the <br />General Permit; <br /> Representative Sampling Reduction in accordance with Section XI.C.4 of the <br />General Permit; This is not an option for the North County Landfill because <br />it is subject to Subchapter N ELGs. <br /> Qualified Combined Samples in accordance with Section XI.C.5 of the <br />General Permit. <br />• Procedures for field instrument calibration instructions, including calibration intervals <br />specified by the manufacturer; and, <br />• An example Chain of Custody form used when handling and shipping water quality <br />samples to the lab. <br />All visual observation records are maintained by San Joaquin County in storm water files <br />located in the North County Landfill administrative building. The records include the date, <br />approximate time, locations observed, presence and probable source of any observed <br />pollutants, name of person(s) that conducted the observations, and any response actions and/or <br />additional SWPPP revisions necessary. BMPs will be revised as necessary when the visual <br />observations indicate pollutant sources have not been adequately addressed in the SWPPP. <br />3.1 Monthly Visual Observations <br />At least once per calendar month, San Joaquin County personnel and/or contracted <br />resources will visually observe each drainage point for the following: <br />• The presence or indications of prior, current, or potential unauthorized NSWDs and <br />their sources; <br />• Authorized NSWDs, sources, and associated BMPs to ensure compliance with <br />SWPPP BMP purposes; and <br />• Outdoor industrial equipment and storage areas, outdoor industrial activities areas, <br />BMPs, and all other potential source(s) of industrial pollutants.
