North County Recycling Center and Sanitary Landfill <br />Monitoring Implementation Plan <br /> <br /> <br /> <br />Page 10 <br />4.1.4 Standard Industrials Classification Code Sampling Parameters <br />The San Joaquin County facility operates under the Standard Industrial Classification (SIC) <br />code 4953 for “landfills, land application sites, and open dumps”. Landfills are listed <br />under Category #5 of Attachment A of the General Permit requiring permit coverage. <br />Section XI.B.6.d requires that facility with General Permit coverage are to sample <br />additional sampling parameters listed in Table 1 based on a facility’s SIC code or codes. <br />For the SIC code of 4953, Table 1 adds iron to the sampled parameter sampling listing. <br />Should a Table 1 listed sampling parameter not be a potential pollutant based on industrial <br />activities, a facility can be exempted from sampling that Table 1 listed sampling parameter <br />upon approval of the Regional Water Quality Control Board (Regional Board). <br />4.1.5 Applicable TMDLs & 303(d) Listed Impairments <br />General Permit Sections I.F and X.G.2.ix requires a facility to include as part of its <br />pollutant assessment any applicable TMDLs listed in General Permit Attachment E and <br />applicable impairments listed in California 2010 303(d) list [303(d) list] found in Appendix <br />3 for the receiving Hydrologic Unit Code 10 watershed (HUC 10 watershed). <br />Currently Attachment E has no TMDLs listed for the landfill’s receiving water body. <br />Any applicable TMDLs, and 303(d) listed impairments for North County Landfill’s Bear <br />Creek HUC 10 (ID# 1804000304) are listed in MIP Table 4.1.8. <br />4.1.6 Regional Water Board Required Sampling Parameters <br />A facility is to add any additional sampling parameters required by the Regional Board to <br />its list of sampling parameters. To date the Regional Board has not added to San Joaquin <br />County any additional sampling parameters. <br />4.1.7 Effluent Limitation Guidelines Sampling Parameters <br />Any facility subject to Subchapter N, Effluent Limitation Guidelines (ELGs) as outlined in <br />General Permit Attachment F of the General Permit. Landfills are listed under Category #5 <br />of Attachment A of the General Permit requiring permit coverage. Furthermore, operators <br />of landfills are required to comply with Part 445 of 40 CFR Chapter I, Subchapter N, which <br />specifies effluent limitation guidelines (ELGs) for specific categories of industrial storm <br />water discharges. Applicable ELGs for this facility are listed in Table 4.1.8. <br />4.1.8 Toxic Release Inventory (TRI) Chemicals <br />Also, Section X.G.1.d.ii of the General Permit states that facilities with toxic chemicals <br />identified in 40 Code of Federal Regulations Section 302 and oil and hazardous substances <br />in excess of reportable quantities from 40 C.F.R. §§ 110, 117, and 302 (TRI reported <br />chemicals) that have discharged from the facility’s storm water conveyance system within <br />the previous five-year period must be include as sampling parameters. The San Joaquin <br />County has no TRI reporting chemicals. <br />
