If there is no discharge from the site during the
monitoring period, or the County did not obtain samples of the discharge, the County is
required to specify the reasons and circumstances in the monitoring report.
WDR-Required Surface Water Monitoring:
Surface water monitoring of the intermediate stream feeding into South Paddy Creek shall be
conducted for the field parameters and the “semiannual” monitoring parameters listed in
“Table F.3.c.”, except for Redox potential. Creek elevation may be estimated based on
observation. Samples shall be collected at points SW-1 and S-2 immediately upstream and
downstream of the landfill, as shown on SWPPP Map 2.
4.2 Sample Procedures
In order to provide effective sample management, San Joaquin County uses the following
sample management procedures that are derived from federal and state hazardous waste
regulations and guidance materials. Appendix F provides a summary of sampling procedures.
4.2.1 Sample Preservation and Storage
Sample preservation is dependent on the specific analyses that are to be performed. Each
sample is to be collected in sample containers provided by the laboratory. The required
analyses call for different preservation techniques. For example, the pH of the samples taken
for the Oil and Grease analysis must be lowered to less than 2 with sulfuric acid (H2SO4). For
some parameters, such as TSS, the only preservation technique required is refrigeration. The
laboratory provides the proper containers with the appropriate preservatives already added to
the containers. Measurement of pH may be field-tested; performed by the sampler, using a
