1.0 INTRODUCTION <br /> This work plan is being submitted as the Work Plan for Site Mitigation Well & Boring <br /> Permit Application for the Site located at 1049 & 1016 S. Wilson Way, Stockton, CA. <br /> See Figure 1 for a site location map. A&M Environmental Services (A&M) is submitting <br /> this work plan on behalf of LKQ ACME Truck Parts. <br /> This work plan was developed according to the guidelines of the State of California <br /> publication, Leaking Underground Fuel Tank (LUFT) Field Manual: Guidelines for Site <br /> Assessment, Cleanup, and Underground Tank Closure; the Tri-Regional Board Staff, <br /> Recommendations for Preliminary Investigation and Evaluation of Underground Tank <br /> Sites; and Title 23, Division 3, Chapter 16 of the California Code of Regulations and <br /> ASTM Standard E1903-19. Additionally all work will comply with the requirements of the <br /> San Joaquin County Environmental Health Department. <br /> 2.0 SITE DESCRIPTION <br /> The subject property is described as San Joaquin County Assessor Parcel Numbers <br /> (APNs) 15133403 & 15511001 located at 1049 & 1016 S. Wilson Way, Stockton, CA. <br /> The subject property is accessed off S. Wilson Way. The subject property consists of two <br /> (2) parcels with address 1049 consisting of approximately 2.76 acres and parcel 1016 <br /> consisting of approximately 3.39 acres. The subject property is located in a <br /> commercial/residential area of Stockton. See Figure 2 for a site facility map. <br /> 3.0 SITE HISTORY <br /> A Phase I Environmental Site Assessment was performed on the subject property on 23 <br /> January 2026 by Environmental Performance, Inc. The following recognized <br /> environmental conditions (REC) were identified: <br /> • The poor housekeeping observed during the site reconnaissance associated with <br /> hazardous waste generation producing staining is interpreted as a Recognized <br /> Environmental Condition. <br /> • The lack of documentation related to the removal of the historical underground <br /> storage tank, is a Recognized Environmental Condition. <br /> • The lack of any documentation for a site identified to have historically operated <br /> as a service station is interpreted as a Recognized Environmental Condition for <br /> the Subject Property. <br /> 03103126 A&M ENVIRONMENTAL SERVICES 1 <br /> Work Plan for Site Investigation <br /> 1049& 1016 S.
